40 states currently have right to carry laws (concealed weapons that is), 36 of which have "shall issue" laws, requiring permits to be issued to those who meet state set standards. All of these states have seen decreased rates of violent crimes since the right to carry enactments. If we had such a law, all those contemplating a violent crime against other individuals (with or without a firearm) would really have to think twice, not knowing which potential victim might be able & willing to defend themselves by displaying & possibly using their own firearm.
