I would say give them all tickets, they have all already been warned. So write away to the idiots who fly by. Slow down people, you might like it.
Remember the story of the officers using a cherry picker to shoot radar! Love it or hate it, you got to hand it to some of these officers, they're creative.

Reminds me of the PA Turnpike in the 70's. Radar hidden in the back of a truck loaded with hay, sitting on the side of the road appearing to be broke down.
