The top photo, (12-13-06) shows the fire hydrant in disrepair. On 12-31-06 I realized it had been taken care of. Hooray for the Blogs! Thanks Barrie, or would that have been take care of by Tom Stevenson?

How come fire hydrants aren't red?
Because graffiti artists can't see them as well at night, they trip into them and sue the City for big bucks. They must also match the urine from the dogs so they don't stain them as their pee is potent and can really make a mess for Public Works.
Not too much different from, why can't the WWTP process sludge for more than 20 years and store it in a liner that is only guaranteed for 30 days. Come on now, can't you see all the common sense in all of this?
Isn't purple one of those "Gay Pride" colors?
