Maryland Senate Votes To Ban Smoking In Cars With Kids

ANNAPOLIS, Md. (AP) -- The Maryland Senate wants to prohibit drivers from smoking in cars if a child under the age of 8 is a passenger.

Senators signed off on the bill in a 27-19 vote Wednesday.

Suspect: Walter Hilborn Shaffer, 25, Salisbury, MD

Narrative: On 10 March 2012
at 7:25 PM, a deputy from the Wicomico County Sheriff’s Office located Walter Shaffer, who was wanted on an arrest warrant, at a restaurant in the 2700 block of N. Salisbury Blvd. Shaffer was wanted on a Violation of Probation bench warrant in a CDS Distribution case.

Shaffer was taken into custody and transported to the Central Booking Unit where he was processed. Shaffer was detained in the Detention Center without bond pending an appearance in the Circuit Court of Wicomico County.

Suspect: Dwight Foreman, 35, Berlin, MD

Narrative: On 13 March 2012
at 9:00 PM, a deputy from the Wicomico County Sheriff’s Office travelled to Baltimore, MD to pick up a Wicomico County fugitive that was being temporarily detained there. The deputy picked up Dwight Foreman who was wanted in Wicomico County on two Violation of Probation Bench Warrants in two Constructive Contempt cases.

The deputy transported Foreman to the Detention Center where he was processed. Foreman was subsequently held without bond pending an appearance in the Circuit Court for Wicomico County.

Suspect: Samuel Max Thompson, 20, Salisbury, MD

Narrative: On 12 March 2012
at 10:15 AM, a deputy from the Wicomico County Sheriff’s Office responded to a residence in to 200 block of Fawn Drive for the purpose of locating Samuel Thompson, Thompson was wanted on a Violation of Probation Bench Warrant that had been issued in a Possession of Child Pornography Case.

The deputy took Thompson into custody and transported him to the Central Booking Unit where he was processed. Thompson was detained in the Detention Center without bond pending an appearance in the Circuit Court of Wicomico County.

Incident: Driving Under the Influence of Alcohol
Date of Incident: 10 March 2012
Location: S. Division Street, Salisbury, MD
Suspect: William Ellis Adams, 70, Bishopville, MD

Narrative: On 10 March 2012
at 10:11 PM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle for swerving across the double yellow line. Upon approach to the driver, identified as William Adams, the deputy detected a strong odor of an alcoholic beverage emanating from the passenger compartment. The deputy observed that Adams was slurring his speech and fumbling for his possessions while also needing to use his vehicle for balance upon exiting his vehicle.

The deputy administered roadside field sobriety tests which led the deputy to conclude Adams was under the influence. The deputy placed Adams under arrest and took him for a breath test which registered over the limit.

Adams was released upon the issuance of citations.

Suspect: Orlando Carson Rogers Jr., 27, Baltimore, MD

Narrative: On 9 March 2012
at 11:00 PM, a deputy from the Wicomico County Sheriff’s Office travelled to Baltimore where Orlando Rogers was being detained on two Circuit Court Violation of Probation Bench Warrants that were issued in February 2012 for two separate robbery cases.

The deputy took Rogers into custody and transported him to the Wicomico Central Booking Unit where he was processed. Rogers was held without bond on the two warrants.

Incident: Possession of Marijuana
Date of Incident: 11 March 2012
Location: Spring Hill Lane, Hebron, MD
Suspect: Miguel A. Valderas, 19, Quantico, MD

Narrative: On 11 March 2012
at 1:25 AM, a deputy from the Wicomico County Sheriff’s Office stopped a vehicle for failing to obey a traffic control device at the intersection of Ocean Gateway and Memory Garden Lane in Hebron. Upon approach to the vehicle the deputy detected the odor of marijuana emanating from within the passenger compartment of the vehicle he had just stopped. Based on the odor, the deputy searched the vehicle and located a baggie of what the deputy recognized as marijuana between the driver’s seat and center console. The deputy also recovered a second baggie of marijuana from the sock of Valderas.

The deputy placed Valderas under arrest and transported him to the Central Booking Unit where he was processed and taken in front of the District Court Commissioner. After an initial appearance, the Commissioner detained Valderas in the Detention Center in lieu of $20,000.00 bond.

The deputy also discovered that Valderas’ privilege to drive a motor vehicle on the State of Maryland had been suspended and he was charged with that offense on a citation.

Narrative: On 11 March 2012
at 4:35 AM, deputies from the Wicomico County Sheriff’s Office responded to a reported glass break alarm at the Cheers Beer Store in the 1300 block of S. Salisbury Blvd.

Upon arrival, the deputies discovered the glass in the north exterior doors had been shattered. After meeting with witnesses and reviewing nearby surveillance video the deputies obtained a good description of the perpetrators and their vehicle, a dark green Dodge pick-up truck.

A short time later, the WCSO received another glass break alarm at a convenience store on Nanticoke Road. While on the way to that call, a deputy saw a green Dodge pick-up truck on Nanticoke Road matching the description of the one that was at Cheers. The truck was stopped and the subjects were identified as the ones who committed the crime at the Cheers store. Investigation revealed that the four
individuals were attempting to force entry into the establishments to obtain beer.

The group was unsuccessful at gaining entry into any of the businesses. A hammer, believed to have been used to smash the glass was found in the truck.

All four were placed under arrest and transported to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. After an initial appearance, all four were detained in the Detention Center in lieu of $30,000.00.

Tyrone Hunter, 46yo of Salisbury, MD was arrested and charged with Possession with Intent to Distribute Cocaine and Possession of Paraphernalia.

On March 9, 2012 at approximately 8:55am, officers and detectives of the Salisbury Police served a Parole Re-Take Warrant on Hunter at 805 E. Church St as he was about to enter into an apartment. During a search incident to arrest of Hunter, a quantity of suspected “crack” cocaine was located inside of Hunter’s headwear. The amount of suspected CDS seized, currency seized, and the lack of any smoking devices in Hunter’s
possession is indicative of distribution.

Hunter was released to the custody of Central Booking. CC# 2012-9691 & 9700

Kristine Acrivi Vickers, 31yo of Salisbury, MD was arrested and
charged with 1st & 2nd degree Assault and Reckless Endangerment.

On March 11, 2012 at approximately 5:10am, officers responded to the area of Poplar Hill Ave and E Chestnut St for an assault.

On arrival, it was learned that Vickers and the victim had been involved in a domestic argument. Vickers was attempting to leave in an automobile. The victim stood in front of Vickers’ vehicle to keep her from leaving. Vickers, in an attempt to leave, struck the victim with the vehicle. Victim received minor injuries and was transported to PRMC-ER by Salisbury EMS. Vickers was released to the custody of Central Booking.

Zachary Isiah Handy, 19yo of Salisbury, MD was arrested and charged with four counts of Indecent Exposure.

Through a related investigation, a detective learned that Handy had exposed himself to females living at the University Park Apartments during the time frame of February 12-21, 2012. The incidents occurred on four separate occasions around building 1409 in which Handy would expose his nude body to the females as they walked past the apartment in which he was staying in. It was learned that Handy is not a resident of the complex but had been visiting a friend when these incidents occurred.

MVA: Embattled Delegate's License Suspended

BOWIE, Md. -- An embattled Maryland lawmaker accused of crimes in two unrelated cases was seen driving on a suspended license, the WBAL-TV 11 News I-Team discovered.

Despite a growing list of questions about her willingness to follow the law, Prince George's County Delegate Tiffany Alston, D-District 24, continues to serve in the General Assembly, not only as a member of the House of Delegates, but also as a member of the powerful House Judiciary Committee, where the state's criminal laws are considered.

10.4 Billion Trips Taken On U.S. Public Transportation In 2011

Second Highest Annual Ridership Since 1957

Washington, DC -- According to a report released today by the American Public Transportation Association (APTA), Americans took 10.4 billion trips on public transportation in 2011, the second highest annual ridership since 1957. Only ridership in 2008, when gas rose to more than $4 a gallon, surpassed the ridership of last year. With an increase of 2.3 percent over the 2010 ridership, this was the sixth year in a row that more than 10 billion trips were taken on public transportation systems nationwide. During 2011, vehicle miles of travel (VMTs) declined by 1.2 percent.

U.S. public transportation ridership in 2011 is now the second highest ridership since 1957, said APTA President and CEO Michael Melaniphy. What is exciting is that the uptick in ridership occurred in large, medium and small communities, showing the broad support that public transportation has nationwide. In fact, the largest rate of growth was in rural communities with populations under 100,000 where public transit use increased by 5.4 percent.

Two top reasons for the increased ridership are higher gas prices and in certain areas, a recovering economy with more people returning to work, said Melaniphy. Since nearly sixty percent of trips taken on public transportation are for work commutes, it is not surprising to see ridership increase in areas where the economy has improved.

Noting that the increased use of passenger information technology is also contributing to higher ridership, Melaniphy said, The exponential growth of apps to track bus and rail arrival times is demystifying the ridership experience and attracting new customers to public transportation. More and more people are now able to find out when the next bus and train will arrive through public transit apps. This is making public transportation more attractive.

There should be no doubt Americans need and want public transportation, said Melaniphy. Congress needs to pass a well funded, multimodal, multi-year transportation bill that will help meet current and growing demand

DNR Scales Back Boat Fee Increase

Responding to public pressure, the state is scaling back proposed increases in fees for registering boats in Maryland.

The Department of Natural Resources was seeking the blessing of lawmakers to hike two-year boat registration fees from $24 to well into the hundreds of dollars, in many cases.

But after hearing an outcry from boaters, boat dealers and marina owners, the DNR is now proposing to soften the blow.

Tana Ellis Appointed Elementary Assistant Principal, Begins Serving As Assistant Principal Of East Salisbury Elementary School

Superintendent of Schools Dr. John Fredericksen and the Wicomico County Board of Education have announced that Tana Ellis is the new Assistant Principal of East Salisbury Elementary School, following approval of her appointment as an elementary assistant principal at Tuesday’s meeting of the Board of Education.

Ellis had been serving this school year as Dean of Students at Prince Street Elementary, where she had also served as guidance counselor for six years, said Susan Jones, Director of Elementary Education, in recommending Ellis for the appointment.

Ellis began her teaching career in Wicomico Schools in 1999, at East Salisbury Elementary, and had also served as a teacher in the Title I Elementary Summer School Program, as a site supervisor and teacher for the after-school STARS Program, and as a leader for several school clubs focused on building self-esteem and character education through sports and public speaking.

A graduate of Wicomico County Public Schools, Ellis earned a bachelor’s degree from Salisbury University and a Master’s in Guidance and Counseling from Wilmington University, and is currently a candidate in the doctoral program with Wilmington University. She holds a valid Maryland Teaching Certificate in the areas of Elementary Education Grades 1 through 6 and Middle School, Guidance Counselor, and Administrator I.

Baltimore Protesters Rally Against War In Afghanistan

Protesters gathered in Baltimore's Mckeldin Square on Wednesday to rally for the immediate end to the war in Afghanistan.

Demonstrators said they decided to hold the rally after learning of the 16 Afghan civilians killed last weekend, allegedly at the hands of an American soldier.

The United States has spent and estimated $510 billion on the war in Afghanistan.

The protesters in Baltimore said they feel that money could be better spent on working on issues like unemployment here in the U.S.

"Were saying that instead of spending the billions on war, spend it on jobs, education and housing right there at home. Make people's lives here liveable," protester Sharon Black said.

President Barack Obama said Wednesday that the U.S. was making "very real progress" in Afghanistan, despite the recent tensions. He also reiterated his timeline for a transition of power in 2013, with the U.S and NATO turning over full responsibility to Afghan security forces in 2014.

Two People Shot In Laurel

Location: Parking Lot of Carvel Gardens Apartments, Laurel, DE

Date of Occurrence: Wednesday March 14, 2012 at approximately 4:20 p.m.

Victims:
20 year old male from Delmar, DE
21 year old female from Laurel, DE

Suspect:
Male suspect – No further information

Resume:
Laurel, DE- The Delaware State Police are currently investigating a shooting in Laurel that left two people injured.

The incident occurred on Wednesday March 14th at approximately 4:20 p.m. when the two victims were sitting in a car out in front of the #500 apartment building of Carvel Gardens in Laurel. A male suspect approached the vehicle on the driver’s side window and produced a handgun. The 20 year old male victim, who was in the driver’s seat, and the 21 year old female victim, who was in the passenger’s seat, attempted to exit the vehicle through the passenger’s side door as the suspect began firing the handgun through the open window. The male victim was struck in the back and ankle, and the female was struck once in the lower back by numerous rounds fired from the suspect.

The suspect then fled the area in an unknown direction.

The female victim was removed from the scene by State Police Helicopter and flown to Christiana Emergency Room where she is being treated for the injury she sustained from the gun shot. The male victim was transported by EMS to Nanticoke Hospital where he underwent emergency surgery to stabilize his wounds.

The investigation into this incident is continuing and there is no suspect information available.

After 244 Years, Encyclopaedia Britannica Ends Sale Of Print Edition

The Encyclopaedia Britannica -- which has been in print continuously since its beginnings in Edinburgh, Scotland, in 1768 -- is finally abandoning print and moving exclusively online.

The current print run of the venerable encyclopedia will be the last, the company announced Wed., March 14, as the publisher continues an evolution into digital products begun over 20 years ago -- and ends the print version after 244 years.

"It’s the oldest continuously printed reference work in the English language,” Tom Panelas, a spokesman for Encyclopaedia Britannica, told FoxNews.com. In that time the company has printed a little over seven million copies, he said.

100 Human Corpses Found In Basement Of German University

To the people who found the room, it looked like a scene from a horror film. Last month, staff at the University of Cologne in Germany discovered a basement room in the institute of anatomy filled with more than 100 human corpses and plastic buckets labeled, “noses,” “newborns” and “shark head,” the Guardian reported. It appeared they had been abandoned for a decade or longer.

A staff member told a German newspaper that the cooling system had broken and that the room smelled putrid.

AMERICAN INDIAN TRIBE GIVEN OK TO KILL TWO BALD EAGLES FOR RELIGIOUS PURPOSES

The U.S. Fish and Wildlife Service has given the OK for an American Indian tribe to kill two bald eagles for religious purposes.

The decision comes after the Northern Arapaho Tribe in Wyoming filed a federal lawsuit alleging that the agency‘s refusal to allow them to do so was a violation of tribal members’ religious freedom, the Associated Press reported.

While no longer on the federal list of endangered or threatened species, federal law prohibits the killing of bald eagles under the Bald and Golden Eagle Protection Act. American Indians are able to apply for eagle feathers or carcases to use in their ceremonies from a federal repository. They can apply for permits to kill bald eagles as well, though such permission is incredibly rare.

According to the Associated Press, it’s been almost three years since the Arapaho tribe applied for such a permit, and a lawyer for the tribe said they believed it necessary to go to court in order to get one. The U.S. Fish and Wildlife Service granted the permit Friday.
