As Maryland moves toward all-electronic toll billing and constituents complain about high fines that total thousands of dollars in some cases, two lawmakers are working to reduce the penalties for late video toll payments.
Drivers who go through toll facilities without paying – such as drivers on the all-electronic Intercounty Connector (ICC) who do not have EZ Pass transponders – are sent a video toll invoice. If the video toll is not paid within 30 days, the Maryland Transportation Authority (MDTA) issues a citation with a $50 civil penalty.
In the case of the ICC, commuters might get a notice with multiple trips included, so a single notice paid late can result in several $50 fines that add up quickly. (CORRECTION: ICC tolls are calculated at the entrance and exit to the toll road. ICC commuters who use the road frequently may get a notice with several missed toll trips, and each of those can result in a late penalty if not paid) Some drivers don’t realize they have a problem with an E-ZPass account or change addresses, only to later find out they owe hundreds or thousands in fines for small initial toll charges.
The Chesapeake Bay bridge has also gone to all cashless tolls on some days to ease traffic congestion.

FORT WASHINGTON, Md. —The newest ICE! exhibit at the Gaylord National Resort takes visitors through a Dr. Seuss favorite, where visitors can experience a classic tale in a whole new way.
"It's a magnificent, beautiful, marvelous sight to see," said Stephanie Ball, with the Gaylord National Resort.
This year's ICE! at the Gaylord National is incredibly detailed as it takes visitors inside Whoville for "How the Grinch Stole Christmas." There are 12 scenes from the Dr. Seuss classic told through 2 million pounds of ice.
"We used 13 different colors this year," Ball said. "They’re very vibrant, very vivid."

Assateague’s Annual Pregnancy Test Results Expected This Month
ASSATEAGUE =- While it certainly wasn’t the most glamorous aspect of managing the wild horses on Assateague, National Park Service staffers have completed the annual November pregnancy tests on most of the mares on the barrier island.
Each November, Assateague Island National Seashore biologists conduct pregnancy tests on the mares among the population of wild horses in an attempt to predict how many, if any, new foals are expected to join the herd in the coming year. The size of the wild horse population on the Maryland side of Assateague has dipped to 75, or the low side of the ideal range of 80-100, so the pregnancy tests completed this month will be watched perhaps more closely than in other years.
The pregnancy testing targeted 36 mares between the ages of two and 24, according to Assateague Island National Seashore Chief of Interpretation and Education Liz Davis.
“Of the 53 mares in the current herd, 36 were pregnancy tested,” she said. “We expect the results to come back by mid-December.”

Privacy concerns over proposed cameras to catch distracted drivers in Maryland
ROCKVILLE, Md. — The world's first artificial intelligence traffic camera system designed to catch and ticket drivers distracted by hand-held devices has been deployed in Australia. Maryland legislators are now considering a bill that would legalize the practice in the Old Line State.
Montgomery County's Council is split over whether to support the bill because of privacy concerns. The council voted 5 to 3 this week to "take no position" on the proposed change in state law.
"I think it's a bad idea," Councilmember Will Jawando said. "I think there are serious, serious privacy issues here and some serious potential for racial equity issues."
Jawando and other opponents noted the cameras are designed to peer inside motorists' vehicles from above and can capture images and information not related to a distracted driving offense.

In August, the Division of Public Health began stepping up enforcement of a little-known policy prohibiting most canines from food establishments. Now, the agency is proposing changes to the laws governing food safety in the state, including one that would allow pups “in designated OUTDOOR SPACES that are not used for food storage or preparation, when a person controls the animal and if a health or safety hazard will not result from the presence or activities.”
Every month, the state publishes a list of proposed changes to regulations, which, unlike laws, can be adjusted by a state agency rather than the General Assembly. Among the items on December’s list is one stating DPH intends to replace the Delaware food regulations with the federal 2017 food code, with a few alterations.

ICE HSI announces record-high number of criminal arrests in FY19
WASHINGTON – During fiscal year 2019 (FY19), U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) effectively combated transnational criminal threats against the United States resulting in a record-breaking number of criminal arrests. HSI is the principal investigative component of the Department of Homeland Security with more than 9,800 employees, including over 6,700 special agents and 700 intelligence analysts, assigned to more than 210 cities throughout the U.S. as well as 78 offices in 52 countries. HSI investigates a multitude of crimes including: financial crimes, bulk cash smuggling, cybercrimes, exploitation of children and child sex tourism, weapons smuggling and export enforcement, trade crimes such as commercial fraud and intellectual property theft, human smuggling and trafficking, narcotics smuggling and trafficking, identity and benefit fraud, human rights violations, transnational gang activity, counterterrorism and visa security.
HSI's investigative strategies resulted in a record-high 37,547 criminal arrests, almost a 10 percent increase from FY18, as well as the seizure of more than $775 million in currency and assets from criminal proceeds.

Teacher Pay, Small Classes Top Budget Requests
NEWARK – Requests for competitive teacher salaries, small class sizes and the latest technology highlighted a budget input session hosted by the Worcester County Board of Education.
On Tuesday, the school system hosted its annual public input session for the coming year’s budget. Budget priorities from each school were presented by parents, most of whom said they wanted to see teachers compensated well and class sizes remain small as the fiscal year 2021 budget was developed.
“We know it’s a hard job and it takes a lot of long hours and we do appreciate that,” Stephen Decatur Middle School parent Kate Gaddis said.
While competitive teacher salaries and small class sizes were the most repeated priorities, other common requests included updated technology and additional personnel. Several schools also had capital improvement requests.

State Police Investigating Fatal Industrial Accident-Millsboro
The incident occurred on December 5, 2019 at approximately 7:45 a.m., when Troopers responded to The Bros Landscaping business located at 24452 Hollyville Road, Millsboro, in reference to an industrial accident. Upon arrival, it was learned that an employee was working on a dump truck on site. The employee was found by the owner of the business pinned underneath the dump truck.
The victim, identified as 34-year-old Jose Zamora-Rivera of Milton, DE, was pronounced deceased at the scene.

“Men know women are powerful, and we don’t mind that one bit. It empowers us that you’re empowered,” he wrote. “Unless, that is, you disempower us in order to feel empowered.”
That’s precisely what I tried to get across in my article when I wrote of women knocking men down off their pedestals. “In a nutshell, women are angry. They’re also defensive, though often unknowingly. That’s because they’ve been raised to think of men as the enemy. Armed with this new attitude, women pushed men off their pedestal (women had their own pedestal, but feminists convinced them otherwise) and climbed up to take what they were taught to believe was rightfully theirs.”

Jewish Group Urges Army to End Ban on Biblical 'Dog Tags'
The Conference of Jewish Affairs on Thursday asked the Army to reconsider a ban on replica dog tags displaying the agency's emblem and Bible references because it bars a "personal touchstone for our warriors seeking a sense of higher mission and divine protection."
"No soldier is forced to inscribe a biblical verse on his personal dog tag, though the Army has over the years allowed soldiers to do so if they wish," Rabbi Aryeh Spero, the conference's president, said in a letter to Paul Jensen, director of the Army Trademark Licensing Program.
"Those who choose to do so feel a sense of confidence, inner strength, and inspiration when wearing or looking at their tag prior to battle or during moments of anxiousness or contemplation.
"It is not done for purposes of religious missionizing, rather as a personal touchstone for our warriors seeking a sense of higher mission and divine protection," Spero said.
"The Army is not promoting religion, rather allowing soldiers to exercise their personal religious needs."
In August, Jensen banned a faith-based company, Shields of Strength LLC, from selling the medallions with the scriptures after Mikey Weinstein, founder of the Military Religious Freedom Foundation (MRFF), complained that such "proselytizing merchandise" violated Pentagon policy.

The figures also show that in 2018, 8.1 billion rounds of ammunition were produced by the gun industry.
The figures also reveal that the most popular firearm in the country is the much maligned sporting rifle, often mis-identified as an “assault rifle”, the AR-15 being one of the more popular models.
The findings highlight that there are now 17.7 million of them in private hands, a record high, and more than half (54%) of all rifles produced in 2017 were modern sporting rifles.

More than 60 members of the Latin Kings have been arrested on federal racketeering, drug and firearms charges, including the leaders of the street gang’s East Coast operations, authorities announced Thursday.
Among those arrested is Michael Cecchetelli, a 40-year-old Springfield, Massachusetts resident with ties to the Genovese crime family who oversaw the gang’s operations from Massachusetts down to Florida, according to Joseph Bonavolonta, head of the FBI's Boston office.
Authorities said Cecchetelli and other gang leaders ran the gang with a Mafia-style hierarchy, with a council of leaders and as many as 11 chapters across Massachusetts alone. They say the leadership approach has become a model for other Latin Kings regions in the country.
The Latin Kings have also grown to become the largest gang in Massachusetts prisons.

Those were the items 15-year-old Trinity Brooks had just picked up from the Weis Market on Holabird Avenue in Dundalk around 5:15 p.m. Tuesday evening.
The teen was making her way home, walking south on Delvale Avenue, just around the corner from her house when police say an impaired driver drove onto the sidewalk and hit and killed her.
“Right before that she was looking at Christmas lights,” said Trinity’s mother Tara Reinhardt. “She was trying to see if she could decorate her room with Christmas lights.

Within 72 hours of House Speaker Nancy Pelosi's Sept. 24 announcement of the impeachment push, the Trump campaign had raised $15 million in small-dollar donations, according to a new report in Time magazine.
"On Oct. 31, the day the House voted to approve rules for the impeachment inquiry, the campaign raised more than $3 million, around six times the norm," the magazine reported.

A record 423 million firearms were reported in civilian possession from 1986 to 2018, according to newly-released data from the Bureau of Alcohol, Tobacco, Firearms and Explosives.
During the same period, 8.1 billion rounds of ammunition were said to have been possessed by American citizens.
At the same time, the violent crime rate has dipped by 48.6%. Specifically, firearms-related accidents have gone down by 68%.

4 dead including suspect after active shooter incident at Naval Air Station Pensacola, police say
Four people are dead including the suspect after an active shooting incident at a naval base in Pensacola, Florida, police said.
Authorities responded to reports of a shooting at Naval Air Station Pensacola at 6:51 a.m. on Friday, officials said. ATF and FBI also responded to the scene.
The shooting took place at one of the classroom buildings on the base, officials said. Officers with the Escambia County Sheriff's Office arrived on the scene and fatally shot the suspect after exchanging gunfire.

U.S. hiring surged in November, as the economy added 266,000 jobs and unemployment returned to a half-century low, a sign the U.S. is powering through a global slowdown.
The payroll number easily topped the estimate of 180,000 from economists surveyed by Refinitiv, who also saw the unemployment rate holding steady from October's 3.6 percent.
It marks the 110th month of straight gains.
Unemployment ticked down slightly to 3.5 percent as more people were looking for work, matching a 50-year low. The labor force participation rate was little changed at 63.2 percent. Average hourly earnings, meanwhile, rose by 3.1 percent over the past year to $28.29.

BERLIN — The Worcester County Sheriff’s Department is ramping up the battle against opioid addiction with a promised series of videos aimed at ending the scourge and getting help to those who need it the most.
The Worcester County Sheriff’s Office this week released the first of a promised series of videos aimed at eliminating, or at least reducing, the opioid addiction crisis in the local area and throughout the state. In the first video of the series released this week entitled “The Dangers of Addiction,” Sheriff Matt Crisafulli raises awareness of the growing crisis and vows to direct the resources of his department and its allied agencies to end the scourge. In the video, Crisafulli points out more people now die nationwide from opioid-related addiction than in motor vehicle crashes. In 2018, 40,100 people died in vehicle crashes, while 47,600 died from opioid-related causes.
“For the first time on record, the odds of dying from an accidental opioid overdose are greater than those of dying in an automobile accident,” he said. “It’s not just affecting the bad kids. It’s affecting our brothers, our daughters, our leaders and our friends. It’s affecting those from all walks of life.”

The Democrats’ amnesty bill also has the support of the United Farm Workers union (UFW), which represents illegal migrant farm workers. The migrants work long hours, in the open, often for low pay.
But they harvest the crops with methods that have changed little in 10,000 years: Stooping to harvest crops, reaching upwards to pick fruit, and carrying simple tools to dig, weed, or prune. The crude methods are good enough for many farm companies that are under intense pressure to minimize near-term spending on payroll and investment in equipment.

They’re also defensive, though often unknowingly. That’s because they’ve been raised to think of men as the enemy. Anne Arundel Infant Dies Of Heroin and Fentayl Over Dose
Major Crimes Section
On Saturday, July 27, 2019 at approximately 9:28 a.m., the Anne Arundel County Police and Fire Departments responded to the 7900 block of Chesapeake Drive, Orchard Beach, Maryland for a nine month old male infant in medical distress. The infant was transported to the Baltimore Washington Medical Center for further medical treatment. Life saving measures were continued at the hospital until 10:19 a.m. where the infant, identified as Niyear Taylor of the 7900 block of Chesapeake Drive, was pronounced deceased.
Homicide Detectives and the Evidence Collection Unit responded to the scene. Detectives conducted interviews with several family members that resided within the residence with the baby Niyear. Preliminary investigation advised the infant had been “wheezing” while breathing but had went to bed at approximately 2:00 a.m. At approximately 9:15 a.m. the mother and grandmother, who were co-sleeping with the infant, found the baby unresponsive and called 911.
The Office of the Chief Medical Examiner performed an autopsy on the infant. Upon conclusion of the autopsy and subsequent toxicology examinations, it was confirmed Fentanyl and Morphine were present in the infant’s blood, liver, and stomach contents. Due to further testing the OCME confirmed through toxicology that the infant had ingested Heroin and Fentanyl. The OCME ruled the infant’s cause of death as Fentanyl and Heroin intoxication with Despropionyl Fentanyl use with the manner being homicide.
Miami UPS worker allegedly hides packages worth nearly $3G, steals them later, police say
The Miami employee, who assisted a full-time driver in unloading packages at several locations, was arrested for stealing packages on two different occasions this week, according to court documents.
Emmanuel Reggin, 18, has been charged with third-degree grand theft for allegedly attempting to steal at least $2,800 in electronic equipment, according to arrest records.
Court documents said the first incident took place on Monday when Reggin was unloading a UPS truck with 5,500 boxes delivered to a Miami Nektova fulfillment center, which, according to its website, is a global distributor of branded consumer electronics.

An entire crew of road workers was injured – some critically – after a suspected drunk driver struck the group on an interstate in northern Virginia early Thursday morning.
The accident happened on the westbound lanes of Interstate 66 around 12:20 a.m. just past the Lee Highway exit in Arlington County, according to the Arlington Fire Department.
"An entire crew of road workers struck by a vehicle on 66WB," the rescue agency said.
The Virginia State Police told FOX5 a GMC Yukon struck a total of six construction workers on the interstate.

Doing moderate-intensity exercise every day can lower your risk of developing diabetes, a new study suggests.
It's well-known that being sedentary raises the risk of health problems such as heart disease and obesity.
But researchers found that doing simple activities such as brisk walking or gardening for just 30 minutes raised levels of a hormone that reduces appetite and lowers blood sugar levels.
However, the results were only apparent in men, which the team says could be due to physiological differences between men and women, or the fact that women generally tended to lower activity levels.

Suspect: Jha’Mere Blount, 21, Salisbury, MD
Narrative: On 3 December 2019 at 2:53 PM, a deputy stopped a vehicle operated by Jha’Mere Blount on Booth Street for an equipment violation. As the deputy approached the vehicle, Blount exited from behind the driver’s seat and attempted to flee on foot. Blount was unable to get away as he was soon detained in the vicinity of the traffic stop.
During a subsequent search of the vehicle, the deputy discovered what was identified as heroin, in a quantity indicative of an intent to distribute.
The deputy transported Blount to the Central Booking Unit where he was processed and taken in front of a District Court Commissioner. Following an initial appearance, Blount was detained without bond in the Detention Center.

Virginia moves to suspend Medicaid work requirements
Virginia is moving to drop work requirements from its Medicaid program after Democrats took full control of the state legislature.
Gov. Ralph Northam (D) said in a statement that he has instructed the state’s Medicaid director to “pause” negotiations with the Trump administration about how to implement the requirements that certain “able-bodied” Medicaid recipients need to work and pay premiums.
“Virginians made it clear they want more access to health care, not less," he said in the statement. "Given the changed make-up of the General Assembly and based on conversations with new leadership, it is unlikely Virginia will move forward with funding a program that could cause tens of thousands of Virginians to lose health care coverage."

OCEAN CITY — Resort officials this week began finalizing the historic Ocean City Fishing Pier franchise agreement with the passage on first reading of a pair of ordinances setting the extension in motion.
Last week, Ocean City officials announced it had reached an agreement in principle with Charles “Buddy” Jenkins and his Synepuxent Pier and Improvement Company to extend the franchise agreement for the pier that juts eastward from the Boardwalk at Wicomico Street. On Monday, the Mayor and Council began formalizing the pier franchise extension agreement with the approval of two separate, but related, ordinance changes on first reading.
The first piece of the puzzle is an ordinance formalizing the extension of the pier franchise agreement for an additional 25 years beyond the 10 years remaining on the initial agreement reached between the city and Jenkins’ companies in 1978. That ordinance essentially extends the franchise agreement for another 35 years and ensures the iconic amusement pier will remain in its current state for decades to come.

CEO: City schools could face $60M budget deficit next year
BALTIMORE —Baltimore City Public Schools could come up short as it looks ahead to planning next year's budget, CEO Sonja Santelises said.
"There's a projected budget gap of about $60 million," Santelises said.
Speaking at a City Council committee hearing Tuesday night, Santelises gave council members a closer look at the district's financial books and predicting what may lie ahead.
"We have been proactive in my administration in seeking out outside eyes. We have not been insular," Santelises said.
The district is focused on six months down to road, when millions of state dollars from a three-year funding package called Bridge to Kirwan will run out.

As we head into the Christmas season, religious liberty in America continues to be under attack, and it’s not just about whether people can say “Merry Christmas” in public places.
With the recent controversy over Chick-fil-A bowing to pressure to end its financial support of charities the far left has labeled as “anti-gay,” organizations that dare to hold onto certain deeply held religious beliefs will likely be punished for it.
I have served on the national boards of the two charities that Chick-fil-A will no longer be supporting, the Salvation Army and the Fellowship of Christian Athletes (FCA). Both charities have been smeared by the left as being anti-gay because of their traditional religious view of marriage as between one man and one woman.
As a former board member of both organizations, I never witnessed—nor would I have tolerated—any type of prejudice or bigotry toward gay people. All I ever saw was people earnestly wanting to help other people.
In fact, the Salvation Army estimates that it is the largest provider of poverty relief to the LGBT community in the nation.
