Incident: Possession of Heroin with the Intent to Distribute
Date of Incident: 3 December 2019
Location: Booth Street, Salisbury, MD
Suspect: Jha’Mere Blount, 21, Salisbury, MD
Narrative: On 3 December 2019 at 2:53 PM, a deputy stopped a vehicle operated by Jha’Mere Blount on Booth Street for an equipment violation. As the deputy approached the vehicle, Blount exited from behind the driver’s seat and attempted to flee on foot. Blount was unable to get away as he was soon detained in the vicinity of the traffic stop.
During a subsequent search of the vehicle, the deputy discovered what was identified as heroin, in a quantity indicative of an intent to distribute.
The deputy transported Blount to the Central Booking Unit where he was processed and taken in front of a District Court Commissioner. Following an initial appearance, Blount was detained without bond in the Detention Center.

Northwest Woodsman: Are we exceeding the baseline for our 85% club? May have to up it to 90% soon. I didn’t realize that it was effected by regional composition. I suppose that Baltimore and possibly Salisbury might be 90% or above. The 85% rule comes from personal experience in a large metro area in the southwest and was recently confirmed by a K9 Officer who, without prompting, stated that at least 85% of his arrests are of a particular racial group. ( Those pesky Scandinavians again)
