The Delaware State Police & American Legion is accepting applications for the 43rd Trooper Youth Week starting Monday, June 23, 2014 through Friday, June 27, 2014. This is a week-long live-in academy sponsored by the Delaware State Police and American Legion of Delaware designed to give high school students who are sincerely interested in law enforcement an opportunity to experience the rigors of training that police officers receive at the Delaware State Police Academy.
The students selected from a competitive pool, are required to participate in physical training as well as a variety of classroom instruction ranging from crime scene and accident investigation. The program sponsored by the American Legion of Delaware, is facilitated by Uniform Troopers assigned to the Delaware State Police Training Academy.
High School Seniors, Juniors, and Sophomores are encouraged to complete an application. This can be done by contacting a School Resource Officer at their respective school or Corporal/1 Christopher Martin of the Delaware State Police at the Training Academy via email at christopher.m.martin@state.de.us or telephone 302-672-5459.

Clay Aiken called as winner of the Democratic congressional primary
The final, unofficial vote count that was posted Tuesday and it ruled that Aiken was the winner.
The county-by-county tally of the 2nd Congressional District race posted by the state Tuesday confirmed Aiken got more than 40 per cent of the vote needed to win the three-candidate race.
Aiken will face Republican incumbent Renee Ellmers in November in the GOP-leaning district where Mitt Romney won nearly six in 10 votes in 2012.

A bid to revive Virginia’s gay- marriage ban follows a series of defeats this year for opponents of same-sex unions, after a U.S. Supreme Court ruling in June triggered challenges to restrictions nationwide.
Lawyers for two county clerks are set today to ask the U.S. Court of Appeals in Richmond to reinstate the law in the face of 11 consecutive rulings in favor of same-sex marriage in state and federal courts. Their own attorney general, Democrat Mark Herring, refused to defend the law before it was ruled unconstitutional by a lower court judge in February.
The case is the third to reach a federal appeals court since the Supreme Court struck down a U.S. statute defining marriage as a union between one man and one woman. One or more of those cases may return the issue to the Supreme Court, which stopped short of declaring a right to gay marriage.

This Is Why They Should Knock First: Multiple Cops Shot, One Killed in No Knock Raid
A lot of people — innocent people — and their pets have wound up dead during no knock raids in recent years in this country.
A no knock raid is when officers can serve a warrant on a house without notifying the residents first. At all. Period. Without ringing the doorbell, calling first, a knock, nothing. Police typically do it in the middle of the night or in the wee hours of the morning, too, when people are more likely to be asleep. The majority of these raids aren’t even for violent crimes or imminent threats to life and limb, but drug crimes.
So a lot of people tend to die. It’s a pretty stupid way to enforce laws.
We live in a country where the citizenry are armed. If it’s the middle of the night and you hear someone busting through your front door, and if you exercise your 2nd Amendment rights by owning a firearm, your first reaction is going to be to draw that firearm to protect yourself and your family.
If you do that when a burglar or worse is breaking into your house to possibly cause harm to you and your family and property, then you’ve done the wise thing. That’s called self-defense.

US Drones May Aid Search for Abducted Nigerian Girls
The United States has deployed a team comprised of intelligence, military, law enforcement, and diplomatic specialists to Abuja, the Nigerian capital, to help find more than 250 schoolgirls abducted by Islamist extremists, The Washington Post reported.
The United States is already conducting reconnaissance flights over Nigeria and weighing whether to add drones, already stationed in nearby countries, into the hunt for the hostages, according to the Post. Washington will likely also use satellite and electronic intercepts in combing the area, which is the size of New England.
Drones based in Djibouti, Ethiopia, and Niger are currently searching for al-Qaida terrorists, as well as Lord's Resistance Army chief Joseph Kony. Some of those drones may be diverted to the Nigerian investigation.

'Daddy we thought you were going to die'
A family of eight, “just enjoying their Mother’s Day weekend in Savannah,” were savagely attacked by an unknown number of blacks in the Georgia city, that left several family members injured, including a 6-year-old girl who was “punched in the stomach.”
A report from WTOC-TV said the attack on eight members of a family visiting from Atlanta happened in downtown Savannah on Saturday night.
Family members said they had finished eating dinner in a Savannah restaurant and were walking along River Street.
According to a crime report from the Savannah-Chatham Metropolitan Police Department posted on Facebook, an officer described responding to the family of Rob Gray, his brother-in-law and others.
“All of a sudden,” the police report said, “a black male and a black female forcefully walked through his [Mr. Thomas'] family bumping into him and the small children in his family.”

Suspect's mug shot withheld
The Daily Times has asked for but is not being given the mug shot for rape suspect Jocori Marece Scarborough. Wicomico County Public Information Officer Tamara Lee-Brooks wrote in an email that a legal analysis was done and "based on the analysis it is believed that release of the photo would endanger the life or physical safety of the individual charged."
The newspaper subsequently sent formal Public Information Act requests to Lee-Brooks and Wicomico Bureau of Investigation Sgt. David Owens on Tuesday evening. Lee-Brooks' response was "Lol! Have a great evening!"
This is ridiculous if accurate. Does she not know that she works for the "public"? Even a Daily Times reporter deserves more respect than this!
Heat Information for Wicomico Students in Schools without Air Conditioning
In anticipation of hot weather in the weeks ahead, Wicomico County Public Schools would like to remind Wicomico school families of the excused absence option for students attending schools that are not fully air conditioned.
When the forecasted high temperature for the day exceeds 85 degrees, parents and guardians may choose not to have their child attend that day if the child attends Bennett Middle, East Salisbury Elementary or West Salisbury Elementary, or areas of Pittsville Elementary and Middle that do not have air conditioning.
Upon the student’s return to school, parents and guardians must provide a note naming the heat as the reason for the absence, in order for the absence to be excused. Students will be allowed to make up work that they miss during these excused absence days.
Every effort will be made to provide for the comfort of students who attend schools on hot days. Students may have water bottles in the classroom and are urged to wear attire that will keep them cooler while still meeting the dress code. Wicomico County Donation Supports Wildlife
Wood Duck boxes simulate a natural nesting structure – a tree knot hole – found in the wild.
Aaron Ward, Wicomico County representative for the MDFWA commented, “Wood Ducks nest in a wooded or semi-wooded environment where they can nest, as well as loaf, safely from predators.”
The wooden box, mounted on the metal pole, is protected by a cone shaped guard to prevent predators from climbing up the pole and accessing the box and harming the hen or the eggs. This latest donation brings the total of donated sign posts to approximately 100 posts to support local waterfowl populations since 2008.

Out Of Maryland, A Cry For Nigeria: 'Bring Back Our Girls!'
It has been four weeks since more than 250 Nigerian schoolgirls were abducted from their boarding school. In that month, search efforts for the girls have been largely fruitless, even as media outlets continue to spread their story. It's caught the attention of communities around the world, including many Nigerian-Americans living in the U.S.
On Mother's Day, members of one of the country's largest Nigerian-American communities gathered in Bowie, Md., to lift their voices and protest signs. Janet Aiyegbusi, a hair salon owner and mother of two, organized the rally outside the Redeemed Christian Church of God. In the church parking lot, Temi Bodunrin sold red T-shirts emblazoned with the hashtag #BringBackOurGirls.

Telsa to create 6,500 jobs
Tesla is on its way to creating 6,500 new American jobs.That company wants to open a new so-called gigafactory to produce batteries for its cars and solar systems. So far, Telsa has raised about half of the $5 billion dollars needed to open the factory, and when that one's done they'll start working on the next. They're looking at locations in Arizona, Nevada, New Mexico, and Texas as a possible site for their new plant, which will produce 500,000 lithium-ion battery packs a year. The electric car manufacturer wants to increase their market share by introducing an affordable electric car for the masses, which means that they'll need a whole lot of batteries to power their vehicles. Tesla's current Model S sedan sells for about $70,000, but a large part of that price comes from the cost of the car's battery. By producing more batteries and lowering the cost through economies of scale, Tesla hopes to put electric vehicles within reach of average workers. Once again, we see good science is good business, and it's also a great way to create green, middle-class jobs.
Cooling Down Your Brain
If you find yourself yawning a lot lately, lack of sleep or oxygen may not be the cause. According to new research published in the journal Physiology & Behavior, yawns are actually a way to cool down our brains. In order to test their theory, researchers compared the yawning frequency of people outdoors during summer and winder months in Vienna, Austria. Then, they compared those results with an identical study from Arizona. They discovered that people yawn more often during warmer months, and found that yawns were even less contagious in cooler temperatures. In addition, the study found that yawning isn't effective at cooling down our brain when ambient temperatures are as hot – or hotter – than our bodies. So, next time you can't stop yawning, you may want to try cooling off instead of napping.

Banks Inside Walmart Stores Lead Nation In Raking In Fees From Customers
A number of different banks operate branches inside more than 1,000 Walmart stores in the U.S., and many of these banks market themselves to consumers who may not be targeted by larger institutions because of low income or lack of savings and credit. A new analysis of the institutions most frequently found at Walmart found that these banks are also the most reliant on charging fees to their customers.
The Wall Street Journal looked at the U.S. banks where fees make up the highest percentage of revenue. Five of the top 10 also happen to be the five banks with the most branches located inside of Walmart stores.
The average bank in the U.S. only gets about .7% of its revenue from fees charged to customers. But the five banks with the highest number of in-Walmart branches get anywhere from 11.3% to 20% (median 12.7%) of their revenue from these fees.
And while the bank with the highest percentage of revenue from fees (Sunbank, at 20.9%) only has 12 branches, all 12 of them are in Walmart stores.

Vermont Hikes Minimum Wage to $10.50
Vermont is the latest state to approve a minimum wage hike.
The state's lawmakers passed a bill Saturday that raises the minimum wage in phases from $8.73 to $10.50 by 2018.
Gov. Peter Shumlin is expected to sign the bill, his office confirmed.
"We're raising the minimum wage higher in each of the next four years, joining a growing number of states nationwide that are moving on their own in the face of congressional inaction," Gov. Shumlin said in a prepared statement.

House Minority Leader Nancy Pelosi has rejected the terms of a GOP-created select committee on Benghazi, but Republicans are moving ahead without them.
A top aide to House Speaker John Boehner, R-Ohio, told theWashington Examiner that the Benghazi Select Committee met today for the first time and plans to move ahead with its investigation, despite the missing Democrats.
"We made a fair offer," Boehner spokesman Michael Steel said. "We hope they appoint Democrats. At this point, it's time to get to work."
Pelosi, D-Calif., rejected the panel's terms in letter to Boehner that was in response to GOP proposal about the select panel would operate.

New Delaware Law "Encourages" State Vendors To "Ban The Box"
Delaware's Governor recently signed a "ban the box" law to prohibit public employers1 from inquiring into or considering the credit or criminal history of a job candidate during the initial application process (up to and including the first interview), unless otherwise required by state or federal law. Public employers must state this restriction in all "formal solicitations."
While the new Delaware law does not specifically cover or define "vendors doing business with the State," it explicitly "encourages" them to adopt policies in accordance with the statute. As such, private employers that seek or hold contracts with the State of Delaware should consider refraining from inquiries into an applicant's credit or criminal history until after the first interview and, even then, only consider such records in a manner that is job related and consistent with business necessity. Such employers that use third-party vendors to run background checks also should remember to adhere to the Fair Credit Reporting Act before taking any adverse action against applicants or employees based on the results.

A marine exploration group says it has recovered nearly 1,000 ounces of gold from a long-ago shipwreck 160 miles off the coast of South Carolina.
Tampa-based Odyssey Marine Exploration announced it had completed its latest mission to the site of the wrecked SS Central America, which went down in a hurricane in 1857. We first heard about the story from William J. Broad in the New York Times.
Gold contracts were recently trading at $1,288.90 an ounce, meaning the haul could be worth about $1.3 million. Among the specific items recovered:
Five gold ingots believed to weigh between 96.5 and 313.5 ounces
Two $20 Double Eagle coins
A bottle
A piece of pottery
A sample of the ship's hull
But this was only a recon mission, and many believe a lot more where this came from — up to $336 million by one estimate.

Worcester County Sheriff’s Office Press Release 5-13-14
An anonymous caller reported two suspicious people, a white male and a white female that were walking around the Riggin Ridge Road looking in the windows and acting suspicious.
As the Deputy arrived on scene and walked towards the residence a white male came from behind the residence and the Deputy immediately detained him. While speaking with the subject a white female exited the front door of the residence, ran down the front steps and attempted to run behind the residence, she was also detained. An entrance door to the residence had been forced open.
The two were identified as Joseph A Slabaugh, 35, of Brooklyn Maryland and Brandenburg Leigh Sandifer 33, also from Brooklyn Maryland.
Both were charged with 1st Degree, 3rd Degree, and 4th Degree burglary. Ms Sandifer was also charged with false statement to a law enforcement officer. Both subjects were seen by the district court Commissioner and a $15,000.00 bond was placed on them. They were held at the Worcester County Jail.
Air Force Plan To Strip Generals Of Authority
A draft of the plan obtained by The Washington Times shows that the Air Force is aiming to consolidate support operations under the umbrella of a single center, known as the Air Force Installation and Mission Support Center.
The tricky endeavor would shuffle day-to-day base management issues — such as construction, maintenance and procurement of equipment and supplies — from under the authority of the senior generals who command the bases to the leadership of a two-star general who would run the support center, according to the draft proposal.

During an episode of “Caught on Camera: Dash Cam Diaries on MSNBC, a man who had reportedly stolen a limousine was arrested by police officers after he was hit with a stun gun in the back of the stolen vehicle.
The man’s name is Todd Keith. He was later convicted of receiving stolen property, resisting arrest and destruction of property. However, MSNBC identified Keith Todd — a construction worker from Michigan — as the perpetrator instead. His name and picture were shown on the national reality TV show.

Obamacare's employer mandate hits low-wage workers the hardest, study says
President Obama's health care law imposes penalties on larger employers who do not provide government-approved health coverage, but a new study from the Urban Institute and the Robert Wood Johnson Foundation argues that low-wage workers will be hit hardest by the provision.
"Employers with 50 or more workers not offering coverage pre-[Affordable Care Act] are the same employers that are highly likely to not offer in the future, therefore incurring the ACA's penalties," the study reads. "Because the nonoffering firms are much more likely to be firms dominated by low-wage workers ... low-wage employees will bear the greatest brunt of the penalties imposed. Therefore, using employer penalties as a tool for financing reform tends to be a regressive approach."

A devastating new McKinsey & Co. report finds that Obamacare's purported purpose – providing coverage for the previously uninsured – has failed.
The report concludes that 74% of Obamacare enrollees at the end of the first open enrollment period already had insurance; just 26% reported being previously uninsured. Of those who were previously uninsured, the figure drops to only 22% when considered alongside whether the individual has activated his plan by paying his first month's premium.
According to the Associated Press, at least 4.7 million Americans had their health insurance plans canceled due to Obamacare. Many of those individuals simply went through the Obamacare exchanges to buy policies to replace the ones President Barack Obama's healthcare program outlawed.

Los Angeles Superior Court Judge Daniel S. Murphy ordered a court investigator and adult protective services to find out where Kasem is being treated and report back to the court. Kasem, 82, suffers from advanced Parkinson's disease, can no longer speak and has been in various medical facilities chosen by his wife, Jean Kasem.
Casey Kasem's children have complained that they have been unable to see their father in accordance with an agreement with their stepmother. ICE Document Details 36,000 Criminal Alien Releases in 2013
The document reveals that the 36,007 convicted criminal aliens freed from ICE custody in many instances had multiple convictions. Among them, the 36,007 had nearly 88,000 convictions, including:
- 193 homicide convictions (including one willful killing of a public official with gun)
- 426 sexual assault convictions
- 303 kidnapping convictions
- 1,075 aggravated assault convictions
- 1,160 stolen vehicle convictions
- 9,187 dangerous drug convictions
- 16,070 drunk or drugged driving convictions
- 303 flight escape convictions
This enumeration of FY 2013 criminal aliens freed and the criminal convictions tied to these individuals was prepared by ICE in response to congressional inquiries following a report published by the Center for Immigration Studies. That report, “Catch and Release”, showed that ICE officers declined to bring immigration charges in 68,000 cases of criminal aliens they encountered in 2013.

(Reuters) - Six months ago the U.S. oil industry scored a surprise win against farm groups when the Obama administration proposed slashing the amount of ethanol refiners must blend into gasoline, a move that could save them billions of dollars.
Stunned by the reversal, producers of the corn-based biofuel and their supporters are now fighting back ahead of a June deadline for the Environmental Protection Agency (EPA) to make a final decision on the cut.
The clash has been portrayed as a battle between "Big Oil" and "Big Corn," two powerful and deep-pocketed lobbies. But a Reuters review of public records and interviews with lawmakers, lobbyists and executives reveals a more complex picture.
A private equity firm and an airline helped convince the Obama administration to backtrack, at least temporarily, on a policy it has supported for years: requiring steadily-rising volumes of ethanol to be blended into gasoline each year, a key to shifting U.S. energy consumption toward renewable sources.

POLL: MAJORITY OF LIKELY VOTERS OPPOSE OBAMACARE'S HHS MANDATE
A new poll released by Family Research Council (FRC) has found that 53 percent of likely voters oppose ObamaCare’s HHS mandate that requires most employers to provide contraceptives, sterilization procedures, and abortifacients to employees without charge through health insurance plans.
The survey of 901 likely voters, conducted by Wilson Perkins Allen Opinion Research on behalf of FRC, was performed between May 1-4, and has a margin of error of +3.3 percent.
Results showed that most likely voters oppose the HHS mandate 53-43 percent, including 40 percent who strongly oppose it, even among key demographic groups that typically support Democrat candidates.
The HHS mandate was opposed by most women, 50-45 percent, with 36 percent strongly opposed. Among independents, 53 percent oppose the mandate and 43 percent support it, with 41 percent strongly opposed to it.

North Korea's official Korean Central News Agency (KCNA) rarely offers worthwhile reading material for Western audiences. The prose is often leaden or hopelessly flowery, and the stories often deal with dull domestic news or the praise showered on Kim Jong Un by obscure foreign sources.
Even so, one recent article featured by KCNA was exceptionally unpleasant. In a May 2 article titled "Divine retribution for the juvenile delinquent Obama!” and published only in Korean, President Obama was referred to as a “clown,” a “dirty fellow," and “a crossbreed with unclear blood.” The bizarre comments were later picked up by U.S. news media and soon spread like wildfire.
This week, North Korea finally offered an explanation for those remarks. And while the explanation may sound limp, it is also more revealing than it first appears.

The Maryland Department of Natural Resources Fisheries Service is holding a public hearing on the proposed crabbing charter regulations on May 13, 2014 at 6pm in the C-1 Conference Room of the Tawes State Office Bldg, 580 Taylor Ave., Annapolis, MD 21401.
The Department has proposed crabbing charter regulations which clarify permissible activity, provide flexibility for crabbing charters, and create a crabbing charter decal. The original request for regulations came from industry members who wanted business flexibility. After receiving comments through the scoping process, the Department offered an amended regulatory idea for scoping in October 2013. After receiving additional comments, the Department met with the tourism industry, Charterboat Association and the Tidal Fisheries Advisory Commission to discuss the draft proposal. The regulatory proposal is based on feedback from the meetings.

Wicomico County Department of Public Works – Solid Waste Division in cooperation with Maryland Department of Agriculture (MDA) announces the 2014 Pesticide Container Recycling Program collection dates for the county.
Location: Newland Park Landfill, 6948 Brick Kiln Rd Salisbury, MD is the only site for collection of pesticide containers:

This program is a combined effort of state, county, and federal agencies along with private industry working together to protect the environment. To ensure the success of the program, each container will be inspected by MDA personnel. Only clean, rinsed pesticide containers will be accepted. Any container not cleaned will be returned to the owner who will be responsible for disposing of the container in a legal manner.

• All containers must be made from high density polyethylene
• The container must have held an EPA registered pesticide or the like
• Any size container will be accepted. All containers over 30 gallons must be cut prior to recycling
• Pesticide containers must be properly rinsed (pressure rinsed or triple rinsed)
• Caps and other non-HDPE parts such as metal handles and rubber linings, CANNOT be recycled
• Stained containers are acceptable provided no material can be smeared or removed when touched with a rubber glove
• Please remove all lids and label booklets prior to recycling

Bachmann, Cravaack raised concerns about Nigerian terrorist group in 2012
Republican U.S. Rep. Michele Bachmann and former GOP congressman Chip Cravaack wrote to Nigeria’s president more than two years ago, raising concerns about the terrorist group that kidnapped more than 250 girls from the African country last month.
Amid mounting international outrage over the mass abduction and the Nigerian government's largely ineffective effort to subdue Boko Haram, authorities admitted this week that the girls likely have been separated and taken out of the country.
The April 2012 letter from Bachmann, Cravaack and three others urged to President Goodluck Jonathan to root out government corruption, increase economic aid to the country’s northern region and develop counterterrorism measures to halt the mounting Boko Haram insurgency. The Islamic militants have operated out of northern Nigeria since at least 2009.
“We write to express our grave concerns about the ongoing insurgency by Boko Haram, the Nigerian-based terrorist organization that has killed an estimated 510 people in 2011 and as many as 160 this past January,” the letter began.
“We certainly recognize that aggressively targeting an insurgency is difficult, especially one like Boko Haram, that has done nothing but grow in strength in recent years. However, any alternative gives Boko Haram time to recruit new converts and develop even more deadly strategies.”
