Like I said a few months ago it had nothing to do with the neck. He was crash N burn mode but the meth kept him going this led to confusion from the police. Cops aren’t doctors. However you MUST PLAY for the cameras. When your putting on a uniform (act) society is your stage and every day is a performance. However it should be noted if his training indicates the prone position is a control or hold he will walk and have a whopper of a law suit.
If someone is drowning or worse, thinks they are drowning, you may have to knock them out to save them and yourself. Sometimes when someone thinks they are dying it takes drastic measures to restrain them, such as a knee to the neck.
