2:21 is exactly right-- if you're dumb enough to build a house on a barrier island that is frequently hit by tropical systems you do it at YOUR OWN RISK!
DO NOT ask for nor expect the taxpayers to help you rebuild. Buy insurance (if you can get somebody to write a policy). If you can't get insurance, that should tell you something, eh?

Our home was destroyed in Hurricane Gloria and we didn't even consider asking FEMA for anything. Ours had to be gutted down to floorboards and stubs and rebuilt. We were faced with wet sand almost up to the 9ft ceilings through the whole first floor. When the sand was removed that was all that was holding up the soaked drywall and the walls crumbled.
