Baltimore is a good City in the heart of crime left unattended by crooked politicians. It's up to the voters to say they want ethical, and forth-right representatives in office. Baltimore is propped up by two hospitals and state offices.
Eventually the hospitals will build suburban facilities and it'll be lights out.
Its governance is crooked and its residents are criminals. Charming indeed.
