Walter E. Williams: Racial Disparities in School Discipline

President Barack Obama’s first education secretary, Arne Duncan, gave a speech on the 45th anniversary of “Bloody Sunday” at the Edmund Pettus Bridge in Selma, Alabama, where, in 1965, state troopers beat and tear-gassed hundreds of peaceful civil rights marchers who were demanding voting rights. Later that year, as a result of widespread support across the nation, the U.S. Congress passed the Voting Rights Act. Secretary Duncan titled his speech “Crossing the Next Bridge.” Duncan told the crowd that black students “are more than three times as likely to be expelled as their white peers,” adding that Martin Luther King would be “dismayed.”

Gail Heriot, a law professor at the University of San Diego and a member of the U.S. Commission on Civil Rights, and her special assistant and counselor, Alison Somin, have written an important article in the Texas Review of Law & Politics, titled “The Department of Education’s Obama-Era Initiative on Racial Disparities in School Discipline” (Spring 2018). The article is about the departments of Education and Justice’s “disparate impact” vision, wherein they see racial discrimination as the factor that explains why black male students face suspension and expulsion more often than other students.

Violent black children and teens deserve to be singled out for enhanced education, not expulsion or suspension. Something is wrong with them that needs to be fixed to allow them to properly function with their non-violent peers. Immersion in classes that they don't understand or appreciate, taught by persons they don't respect and who are targets of their frustrations doesn't work. We've seen nothing in the way of change using this approach, rather, there's been an increase in violent behavior and class disruption for it.
Wake up, educators!

As a local teacher of WCBOE, these kinds of policies cause bad behavior to fester right here in our community. The notion that "Suspensions cause a school to prison pipeline for youths of color!" is abound in our schools. Well guess what, so does a lack of consequences. Guess what happens to these youths when they turn 18 and commit the same type of BS behaviors outside of school. Jail, Criminal Records, etc! "But wait," the young adults might ask. "Don't I get ten warnings and then a call to my mom and then a detention before I go to jail?" No, snowflakes! They need to be taught to grow up, behaviorally, responsibly, while they are in school. Because lots of them are certainly not there to learn math, reading, and writing. That said, our schools do take a stand with violent or physically aggressive behavior. Students fight, hurt, use weapons... they go home!

Our DOJ interruptive school discipline policies (Obama and Holder) took legal action towards our county and many others around the nation, labeling us as racist in our discipline policies. They suggest that if a school is made up of 45% white, 45% black, and 10% Hispanic students, then school disciplanary action should hold the same ratio. Rather than taking this liberal BS as gospel, I feel that the school systems should have gotten together and sued the DOJ right back. Good luck getting teacher union support there.

Inside view on this topic from many years with students. There is just far more non-conforming behavior from minority kids than the percentage of students they represent in the school population. Wish that were not the case but those are the facts.

As others have noted above, and previously, schools in general and WCBOE in particular have been backed into a corner by Obama/Holder/Lynch policies and can no longer really enforce minimum behavior standards lest they skew the all-important numbers of white vs minority infractions and consequences. It takes even the dullest student about five minutes to figure this out. Kids with good intentions and upbringing mostly comply; those intent on mischief and without parental guidance do not.

Dress codes, attendance requirements and behavior expectations are not racist or race based; they are neutral and designed to permit students and schools to get the job done for the benefit of all.

Yeah, and it has no correlation to the fact that they commit more violations of school policy? I think it does. If its racist, then it is because the violators are racist in not following the school rules. Why blacks? Why do they commit more violations? These are the questions that should be asked. They will never solve the problem, unless they identify the problem. That blacks get more punishment is a SYMPTOM, not the problem.

So where were you during my time at the Board? Why didn't you speak out then? Why haven't you spoken out now?

Has anyone notices that More and more commercials on TV have interracial couples in them?

Especially white guys with black girls.


Why are they forcing this crap on us? What is the motive? That is not representative of this country at all. Trying to water down the white race even more.
