Ms. Coulbourne returns to Wicomico County after most recently serving as Warden of the Caroline County Detention Center. She previously worked at the Wicomico Detention Center during the years of 1988-2008.
Ms. Coulbourne received her Bachelor of Arts and Master of Arts degrees from Salisbury University. She has served as President of Caroline County Local Drug and Alcohol Abuse Council and was instrumental in establishing the detention center as a Level 1 Substance Use Disorder Outpatient Treatment Center.

Anybody with 2 ARTS degrees has liberal progressive written all over it, and certainly not applicable to corrections. Making DOC a band-aid, treat and release for crime just like the catch and release in Baltimore. Your either an idiot or a liberal or both. We desperately need a conservative republican or our area is going to turn to crap like the others.
What are "corrections" anyway? Are people corrected there?

I know who he is and he is very liberal. He will do just fine running a jail.
A bad manager can take a good staff and destroy it causing the best employees to flee and the remainder to lose all motivation. That is what Ruth will bring to the table. Don't let the concerns, niceness and love fool you. Shim is definitely the Ruthless Devil in disguise.
