It looks like wetlands to me. No development will be allowed there!

Deal island under water just Saturday all the Nanticoke river was gone.
Good, the town needed a bath.
To bad it didn't wash away City Hall and all that dwell there.
Oh let's hurry up and put more downtown like that amphitheater so it can all be underwater most of the time.
The city needs to start fining the Slum Lords for not taking care of thier properties. What is happening is the garbage that the renters throw on their lawns end up blocking the grates on the roads where the water is supposed to run off, but it can't so it ends up backing up and flooding roads and basements. The Public Works Department can also go around and clean off these drains when it rains but they don't. Poor leadership.
