“We know that when D.C. fails to act, Washington state has to do so,” Gov. Jay Inslee said Monday before signing the bipartisan measure that banned internet providers from blocking content or interfering with online traffic.
The new law also requires internet providers to disclose information about their management practices, performance and commercial terms. Violations would be enforceable under the state’s Consumer Protection Act.

There is never such thing as a "Level playing field" when the field is governed.

It should always be an open market to whomever wishes to buy. Competition should govern speed and content.
Anything else is fascism/ communism.

and when providers decide not to upgrade their infrastructure because they have no monetary incentive to do so, they will call it greed.

Without net neutrality, the is no competition.
Without neutrality, ISP's control entry and access to the marketplace. That is NOT open market competition.
If someone competes with their product or business model, they simply make it impossible for them to exist.
Neutrality is not picking favorites. It is ensuring a free open market for the internet. To not understand this is to not understand how the internet works.
