It depended on the weight of the tone arm to begin with. Some really cheap ones can be so light it would take up tp three pennys to keep it in the groove.
If you had to use 3 pennies, the problem wasn't a light tone arm(they are supposed to be light) but a scratched/dirty record or a warped/out of true turntable.

tape a penny to the arm
Put a dime on the tone arm
a penny on the arm of the needle!
Laying a penny on the end of the tonearm was the main one.
dont stack them too deep.
