Suspect Passes While in Custody in Ocean City 8-7-16


OCEAN CITY, MD – (August 7, 2016): On August 7, 2016, at approximately 12:24 a.m. Ocean City police conducted a traffic stop on a vehicle for a traffic violation in the 10 block of 8th Street. Officers noticed the smell of marijuana emanating from the vehicle upon approach and requested that a Worcester County Sheriff’s Office K-9 Unit respond to scan the vehicle. The K-9 detected the presence of a controlled dangerous substance and during a search of the vehicle, officers located over 1,500 small bags of heroin and additional narcotics. Officers then arrested three individuals in the vehicle without incident.

At approximately, 2:30 a.m. one of the suspects, whose name is not being released at this time pending notification of next of kin, began to complain of trouble breathing while in custody at the Ocean City Public Safety Building booking facility. At that time, OCPD booking personnel contacted Ocean City Emergency Medical Services (EMS) who responded shortly after. Upon arrival of Ocean City EMS, the individual began to seize and later went into cardiac arrest. Ocean City EMS began conducting lifesaving measures and transported him to Atlantic General Hospital in Berlin, MD where he was later pronounced deceased.

The body has been transported to the Office of the Chief Medical Examiner who will conduct an autopsy to determine the cause and manner of death. At the request of the Ocean City Police Department, the Maryland State Police has taken over responsibility for the death investigation.

The "I smell marijuana" is a ruse to allow probable cause to search for drugs/weapons when an officer is suspicious. The vehicle owner probably said he didn't agree to a search, so the drug dog was brought in.

1:36, the reason to NOT call K-9 is simple. The law states that if you smell the odor of marijuana, you have probable cause to search. You don't need a K-9. By calling a K-9, you bring into question your ability to detect the odor of marijuana or your confidence in knowing and applying the law. When you get to court, you open yourself up to defending your actions to a defense attorney who can discredit you by showing your took unnecessary steps.

Did he think he was going to be able to eat 1500 packs of heroin? He was already arrested for the drugs, he should have told that police that he ingested some of them. It would have saved his life.

Why Narcan? Why would they think it's an overdoes? And if what's being said is true and he swallowed some would Narcan be helpful?

It's says other narcotics. Narcan only works on opiates. While all opiates are narcotics not all narcotics are opiates.

He doesn't need the owners consent. He had probable cause!! Geez!!! And to the genius who said, "why not!? If one is available". Ok genius, what if the dog is having a bad day and doesn't alert to the car? Now what? Do you risk throwing the credibility of the dog under the bus by saying, "oh, well we're good to search it because we smelled it, but the dog didn't". Then you're also throwing you're credibility under the bus!!!

Sure a lot of experts on here explaining how the police should be conducting their job. Just like the Dallas police chief invited protesters to join his force, I expect the Police Departments in our area would welcome the expertize and a job application from the individuals commenting on SBYNews..

your taking the extra step an utilizing a k9 and If it doesn't take unreasonable amount time to arrive. K9 can also narrow the search by locating traps... K9 doesn't have a bad day only the handler. If the handler is locked on squared away not a squirrel like yourself then You use it. Smelling weed but finding heroin is using the Goose that laid the Golden egg. This is why drugs teams always try to have a k9... To be honest I can't think of a better case to have used one. This search is now air tight. Remove your head out of he sand go see mr mosses or go back to tv land.

K9 doesn't have a bad day??? Boy are you confused. Who the hell is mr Moses and what does he have to do with the plan and simple fact that you can search a car after smelling marijuana?? Bunch of idiots on this site. Let me guess, you're a known it all cop. Sounds like you need to try again.

Let me guess, you're the same guy who thinks you need to buy drugs from a dealer 2-3 times before you get a warrant to search his house or arrest them, aren't you? Yea, you are.
