Why would anyone who has been found to be wholly neglectful of protecting sensitive information (Top Secret, Secret and Confidential) be allowed to access even more?
If they do it and say that she's learned her lesson and ensure that she uses a government address, it's still no guarantee that the information will remain safe. The risk is too great.
