HVAC guy was just working on the unit within 24 hrs. Then this happened turned on the air.

YES! You had different 3 fire companies there that required different equipment. There are no fire hydrants out that far. Someone needs to drive tankers back and forth to get water. Some have to work the fire and others have to make sure the nearby houses are safe. They are also volunteers so what difference does it make to you?

There is a OSHA minimum of firemen on fire scenes.

And it was a two story house! I know! Been there many times. The owners are good people. 1:10 join a fire company and learn how it works. Trucks are at every other fire station. no need to waste money having them in every station when several stations will be alerted anyway. Volunteers have low man power most times. Few from one will arrive and the second group to arrive usually sets up R.I.T ventilation etc? The first group does search while starting extinguishment. third station is for relief and additional resources. As said above... no hydrant means tankers have to shuttle water. Besides. If your house is on fire wouldn't you want as many possible there to save your family an house as needed? Or are trolls and their belongings fire proof? It's obvious your fire retardant! Lol see what I did there?
