President Barack Obama will deliver his State of the Union address next Tuesday, and, on Wednesday, congressional Republicans will decamp for Baltimore for their annual legislative retreat.
With the biggest battles over spending and the debt limit already resolved, Ryan, a Republican from Wisconsin, has signaled two main goals for 2016: He wants the House to serve as a breeding ground for conservative policies that can shape the 2016 election, and he wants to normalize the appropriations process in the chamber. The meeting in Annapolis, followed by the larger gathering in Baltimore, will be critical moments in those quests.
The so-called Elected Leadership Committee is the most important power center in House Republican politics. While Ryan has said he wants to decentralize power, the ELC is critical in executing the House agenda.
