No because he doesn't want them to work. He wants them to drain our welfare system dry. He needs them for votes as well.
That just flies into the face of this country becoming less dependent upon OPEC's oil. Was not the purpose of the Department of Energy when they were formed in the 70's? That is one government department which should be abolished, they have done nothing in 40 years to make this country less dependent on foreign oil with out being in conflict with the EPA! What will help reduce foreign oil imports the EPA say's nope, bad for the enviroment!
