One of these days someone is going to go high tech vigilante on these thugs and no one will be the wiser.Very few of these guys are 1st time criminals.90+% are already in the system via catch and release for something or the other.Eliminating everyone EXCEPT those who have been previously arrested sounds like stereotyping,but cons are the very best identifiers of suspects via surveillance video footage if they will cooperate.A system needs to be put in place where their cooperation can remain completely anonymous.
With that large expenditure SPD should be able to predict that and be there waiting NOT

I drove past RF the other night and was not impressed with the people hanging around the store. I know I would never stop there at night. Actually I usually don't go to Salisbury at night at all anymore unless it is really necessary.
