Headed by Luis A. Luna, GOPI Will Develop Recommendations to Make State Government More Responsive and Efficient
ANNAPOLIS, MD – Governor Larry Hogan today announced the formation of the Governor’s Office of Performance Improvement (GOPI), a new unit within the administration that will develop strategies to ensure that state agencies are more efficient and provide the very best customer service. The establishment of GOPI through Executive Order 1.1.2015.26 marks an important step in the Hogan administration’s commitment to ensure that state government is focused on delivering outstanding service to the people of Maryland, while also reducing waste and excessive bureaucracy. Luis A. Luna has been named the director of the Governor’s Office of Performance Improvement.
GOPI will work to continuously improve Maryland state government by using performance metrics to determine how efficiently and effectively state agencies deliver their services. GOPI will create clear metrics, collect data, and conduct analysis on agency performance to ensure that state government is as productive, accountable, and transparent as possible.
“Every single agency in Maryland government must be focused on delivering outstanding service to the people of the state, while keeping a close eye on how every single taxpayer dollar gets spent,” Governor Larry Hogan said. “Duplication of services, waste of taxpayer dollars, and never-ending bureaucracy are what people so often resent in government agencies. It will be GOPI’s job to track progress in these areas across state government and make recommendations on how agencies can make improvements over time, and I am excited to have Luis on board to help drive change.”
“It’s an honor to be selected by Governor Hogan to lead GOPI,” Luna said. “The Hogan administration has already made great strides in improving customer service and ensuring that agencies are working more efficiently. I look forward to working closely with the agencies to continue to drive improvements in state government.”
Luis A. Luna brings management experience from the public, private, and nonprofit sectors. He has held many leadership roles in federal government, including as assistant administrator of the U.S. Environmental Protection Agency and as deputy administrator of the U.S. Department of Agriculture’s Rural Development Program, heading its Office of Community Development. He has also been vice president of corporate communications for Perdue Farms. A Salisbury resident, he has served as the executive director of the Greater Salisbury Committee, a nonprofit that finds solutions for regional challenges on the Delmarva Peninsula, as well as CEO of Lower Shore Enterprises, which provides employment opportunities for individuals with disabilities.

Incredible! Luis Luna was let go from Perdue as a VP AND from Lower Shore Enterprises as its Exec Director. He didn't last more than a year at either job but both are prominently mentioned in this press release. Many years back, Luna also ran for Congress and lost in the primaries. His wife, Bonnie, ran for state delegate and lost. His work experience since leaving Greater Salisbury Committee is pretty much as a a political appointee, and here we go again! That's what cronies do for their unemployed and unemployable friends.
With all due respect to Gov. Hogan (who is doing a great job), Luis Luna will not accomplish much, but he will theorize plenty. This job is political payback for the Republican campaigning and fundraising that Luis & Bonnie Luna do at the state & federal levels in the Republican party.
I'd like to see this press release re-written with Luna's accomplishments. Compared to his list of job titles, his accomplishments would be very, very short.

The Social Services department really needs a lot of work. I have witnessed the "state" employees up @ Social Services just standing around talking to each other, on THEIR personal cell phone etc...but yet, they are very QUICK to complain to US, the patrons, about "Huge work overload" and very "short staffed". Guess what? NOT MY PROBLEM!! You, the "state" employee decided to obtain a "CAREER" in Public Service; therefore, DEAL WITH IT! These employees are already receiving excellent state benefits, substantial pay and don't even get me started about the "retirement" benefits. Quite a few of the staff at our local Social Services need to be checked by higher authorities. I think it's great that Gov. Hogan has implemented this new unit. Time will tell as to whether or not it is successful.
This is way over due and I am very glad the governor has started this process. I certainly hope and pray that the Director of this new organization does not let the appointed Directors of all the State Agencies give him a lot of phony stats and charts that sway him away from digging below the surface such as croonies in office to uncover all the skeletons lurking about. Friends of friends, friends of directors hired because of friendships and not job performance or job knowledge or skill. Raises given for favorites in the current cliques, while they get long lunch hours, come to work late, leave early, and earn comp time for doing nothing. These people get promoted and hold lower level employees down and refuse to even consider them for promotions.
Fraud is committed on a daily basis and no one ever does anything about it and if you go over their heads, it becomes a witch hunt with several agencies located here in town.
I dare say this governor will get to the bottom of the problems and I hope he cleans house which should have been done years ago except many directors have their special friends looking out for them in Baltimore. Reports always seem to show favorable metrics to the higher ups but the reality is something entirely different at the local level.

Luis needs a hatchet man because he is way too nice for that part of the job. I would love to go undercover into every agency in this state, quietly evaluate and hand out the pink slips. Too many state employees who do absolutely nothing for a whole lot of money and benefits. Let's cut out all the take home vehicles as well. If it isn't a police car, fire truck, dump truck or vehicles similar to these, the state doesn't need to own them. Submit your mileage like the rest of us.

A member of the GOP is not a good choice for employment at either perdue or the LSE. Both are too liberal. So many of perdue's employees are on food stamps and other welfare entitlements because the pay is so low. The LSE is another liberal feel good organization that shows little results for what it costs. Both places sponge off tax payers and wouldn't exist if they didn't.
4:19 has the correct info.....probably what caused a number of problems at Perdue - leading to a bunch of tech and finance layoffs - good paying jobs that supported the local economy very well...all gone!
Luna also has a law degree but have never known him to practice.
I don't know anything about this gentleman, however it seems like he has had a lot of good jobs. My question is why did he leave them? Most people want to move up. Seems he moved up and then fell down.
Maybe Culver will put the same wheels in motion on the county level. It sure is badly needed. 6.17 struck the nail on the head.
MDP in Baltimore is another good place to go. They paid an outfit to evaluate the dept several years ago and ignored the advice of those interviewed and created more positions for relatives within the dept.
Luis Luna has got to be the biggest government leach in the State of Maryland. WTF can't he do anything on his own for a real job. He and Bonnie have done nothing but pretend they are running for office of pretend they are someones local campaign manager. Get a real job Luis and Bonnie!!

You have hit the nail on the proverbial head. Ironically Luis and Bonnie didn't do much for the Hogan Campaign during this election so they may have been bullshitting someone on that notion. They have been campaigning strongly on previous elections for others, but they were now where to be seen during this election. They didn't nothing to help out or volunteer during this past election at the GOP Headquarters. I can imagine what they did to buffalo the Hogan Administration for this job.

I think Luis has some sons or brothers that have unused professional degrees as well. Maybe his father as well. Degrees like MD, DVM, JD, etc. Very strange family. Nice to your face, but very strange.
