Have totally lost patience with the whole juvenile arrest privacy gambit.
First goal: Protect the greatest number of citizens in most comprehensive, least intrusive and least costly fashion. Let the community know who the bad actors are. If they turn their habits around they can 'earn back' respect and trust. If not, people know to be aware of them.
Really bust their butt and force completely repaying those victimized.
The word would get out that 'crime doesn't pay'; currently it does.
