Recor hits post with car, trouble follows

City Manager David Recor has come under intense scrutiny, warranted or not, for a collision he was involved in while driving his city-issued vehicle last week.

On the morning of Friday, July 10, Recor was headed west on Route 50 when he veered to the left of the road and struck a signpost in the median. Recor said he was heading to WaWa for an espresso.

Although it has been alleged that he fled the scene, Recor said that he made a U-turn at the next intersection and pulled his black Chevy Tahoe off the road to move the broken sign out of the highway. The Tahoe suffered a broken headlight housing.

The accident was witnessed by an Ocean City Police Department Officer, who notified the city’s dispatch center, which then contacted Recor. As the city officer was out of his jurisdiction, a report was made to the Maryland State Police. Recor said that he met with a state trooper at the scene to give a statement.

According to the desk sergeant at the MSP’s Berlin Barracks, the investigating trooper’s report is scheduled to be reviewed and released later today. Recor was ultimately issued a citation for negligent driving and a $140 fine.

It is a big deal because now any city employee finding themselves in a similar situation has up to 9 hours to take a blood test.
That is the only factor that city officials need to concern themselves with. He has now set a new standard within the city policy that can be followed by others in the future.

I think it is time to purchase Recor a nice used 6 or 7 year old pick-up since he obviously can't take care of his city vehicle. If your child can't take care of nice things you buy them used things.

I heard from a reliable source he had cans of gasoline in the back and it spilled everywhere. That is why the vehicle took so long to get back, they had to clean the gas out of it.

Exactly 8:20. When something does not belong to you, you treat it like priceless artwork.
Personally I think he should be fired. He is an irresponsible, arrogant, immature liability to the tax payers of OC.

reliable sources can spread false info - i have a problem with the postings of "I heards" in comments in news articles. often times "I heards" have attached "a reliable source" but are merely rumors, some true, some false. The false rumors light fires, never to be forgotten, and follow a person forever, no matter the true details of a situation. "I heard" questions can be asked to authorities after a press release.

I know when I worked for a local city we had to go for a pee test immediately following the incident/accident. If our name was drawn for the random pee test we had to take the test withing 2 hours.

For this clown to wait until the "closing of business" for the day proves to me that he had something in his system. Also the need for a espresso excuse tells me that he needed something to give him a boost for his hang over. To wait until the end of the day to tell his bosses he wrecked a city owned vehicle and was found at fault proves he has something to hide. To refuse to go take the pee test proves he had something to hide. He could have been in and out of there in no time. The interview could have waited or been postponed. Just because he was "booked" doesn't mean you ignore your required duty that was a serious nature like this.

With all the trouble Ocean City has had they are foolish to keep him on the payroll!!

He was either trying to catch it on fire or he was totally trashed to allow gas to spill everywhere in there. Anyone with any sense would never put gas in the back of a Tahoe. They should make him buy that vehicle and buy me a new one when I get his job.

Since this was seen by an Ocean City Police officer the best the that could happen is that Recor gets fired or the Officer can expect retaliation.

This all started a long time ago when the Einstein's on the Silly Council dreamed up the idea that a "nation wide search" should be done for the position.
This doesn't work never has. The only intelligent thing for the mayor and council to have done would have been to choose candidates who have strong roots already established within the community.
But no the Einsteins have to hire a company to tell them who they should hire. This goes to show that not a one of them are worth a hoot. If they don't have confidence in their own abilities to hire then they should leave and let someone who can do the job have the position.
Now because of their utter stupidity it looks like the search will be on again. Let's see if the Einsteins have wised up.

This is exactly what the idiots just did in Pocomoke. Instead of advertising and hiring local they wasted the tax payers money and hired a firm to do a nationwide search. Oh boy I bet they get some real winners to come to Podunk Pocomoke to work as the town mananger. I bet that firm laughed their asses off when they got that request.

See if there are police reports that explain the FOUR acts of vandalism he claims. Everyone knows its his wife. The greatest source of the leaks sits right at his front office with the young lady he demoted. Dot the eyes David. Shame is, it's the only responsible thing she's ever done.

The best move he made was when he switched the City Clerk and the executive assistant. The City Clerk was always apologizing for not having the right information.

Absolutely nuts 10:56 & 10:50.
When your own elected officials (The Board of Directors-so to speak) are lacking in the confidence to hire their underlings something is amiss.
I'd have the position filled in half a day. By that evening the new city manager would be touring their new office deciding what color to repaint the room.
But that's me. I'm the female version of Donald Trump. Fully confident in everything I do. This is why I too am rich. Not as rich as The Donald but rich nonetheless.

What I want to know is why after the wife called the police claiming abuse (it was in the paper a few years ago)and other allegations, they are all over Facebook with each other now posing and smiling like 2 nitwits?
Wouldn't be of any surprise to find both have problems with alcohol. It's par for course for drunken couples to go at it then kiss and make up the next day.

I agree 1:19. He is (hopefully was) the city manager who could call at any time another dept head and use one of their SUV's if an SUV was necessary. He certainly did not need the windows of the Tahoe tinted either. The city needs to see that they are reimbursed for his frivolities and all the damage done previously to the vehicle.

I don't know him at all but I do know people who do.
It doesn't seem as if he is thought highly of.
The common theme is always that he is the type of person who thinks he is smart but really isn't and he will eventually do himself in.
Looks like that sentiment is coming true.

Only a third of the Department Heads showed up for the first staff meeting in 5 weeks. Those present were told by Recor "I just can't get anything done, whenever I start something, I get pulled away, and we're all busy at home". The worst excuse for leadership I have ever seen. The 9 hour delay in the urine test, come on, tthat's his everyday attitude.

Recor claims he returned at the next u turn. He had several other opportunities before 611. He returned after the dispatch center called him. He's a blatant liar, always has been. 9 hours to test because he had appointments! Yeah, right.

He was well on his way to ignoring it, until he was told MSP was notified. They also took a break from interviews at lunch time when he could have gone 7 blocks to urine test. Just excuses, like everything else he does, or should we say doesn't do.

I just can't fathom why these idiots we elect pay for an expensive search to hire dirtbags like this from out of town. Pocomoke is doing the same thing as we speak. It would be prudent for you the tax payers to vote these clowns out of office the next election. Why are we bringing these dirtbag out of towners as our department heads or to run our towns. This is an attack on our values and these clowns we elected have no scruples. I will not vote for anyone that votes to hire someone from the outside. I believe we have enough locals to fill these positions and they aren't going anywhere. This is a slap in the face to all of our employees that make a career out of their jobs knowing that they have a glass ceiling. This is a form of discrimination in my opinion..
