OC’s City Manager Accident Under Investigation

OCEAN CITY — The results of an investigation, including a drug and alcohol screening, will likely decide whether disciplinary action will be taken against the city manager after a property damage accident in a city vehicle last week.

City Manager David Recor was reportedly driving west on Route 50 in his city vehicle — a 2014 Chevy Tahoe — when he struck a road sign pole near Golf Course Road around 7:30 a.m. on July 10. Recor reportedly initially fled the scene after colliding with the sign.

The hit-and-run accident was witnessed by an off-duty Ocean City police officer, who relayed the tag number of the vehicle to the dispatch center. Significant damage to the front of the vehicle, including a broken headlight and a cracked windshield, was reported.

The morning of the accident Recor went to City Hall and informed city Risk Manager Eric Lagstrom of the damage to his city-owned Tahoe. At some point, Recor was contacted by authorities and reportedly did return to the scene. Later, around 2:30 p.m. on Friday, the investigating trooper came to City Hall to serve Recor with a citation.

Let me get this straight. He crashes the vehicle @ 7:30 a.m. leaves the scene goes to work and refuses to take an alcohol or drug test until he finishes work at 4:30 p.m. You can't make this stuff up.

This is what you call a no brainer-he needs to immediately be let go.
Not that I expect that council to do anything less then wait for the MD State police report, then do a study on it, then debate it in closed session for 1/2 a day and who knows what else. Hire a "head hunter" to get their opinion maybe. Then maybe decide on a "nuclear option." Oops wrong dopey council. That's Salisbury.

If for nothing else he needs to be canned for not knowing his own duties and responsibilities when it comes to this situation.
If he doesn't know his own duties this means he is incompetent and quite frankly a complete and utter dumb dumb dummy.

He needs to be fired NOW as in TODAY.
His failure to know the policy shows gross incompetence.
I have a feeling he did know though.
Whatever the test results they are a non issue.
If they come back negative, it's because he waited.
If they come back positive, he is just going to say he ingested the substance later on in the day after the accident, at the time thinking he wasn't under obligation to take the test.

The fact that he didn't immediately submit to a drug and alcohol screening is more than enough to fire him immediately.
No need to wait on any investigation or the results of the test.
Start showing some leadership you bunch of losers.

Exactly 5:27. There is no need to wait for the police report or the drug/alcohol results. That is a criminal matter and has nothing to do with his employment.
The fact that he refused (or claims he was exempt) from submitting to a test in a timely manner is grounds for his dismissal.
Trust me on this as I am correct on things 99.9 percent of the time.
What officials don't want to do is rely on Ayres for a "legal opinion." That guy's dopey as hell.
His law "degree" must have come from a Cracker Jack box all the money he's cost the city with his flawed advice. He ain't too bright that's for sure.
Latest example being the street performers.

Note they didn't charge him with leaving the scene of an accident. That's the one thing they can prove,and the most serious. Clearly, the politics have already started. As far as him refusing to test,any other employee would be fired. And the best for last,just why did he leave,and why refuse? Oh he was guilty ........

5th time his vehicle has been damaged,BTW,while you fix it,tint the windows. Isn't that illegal? Can't see him having that beer we found in the back. Another violation of city policy. He simply thinks the rules don't apply to him. Ask the Town auditor how much he has cost the Town with apple products.

How did he leave? I can not imagine he walked. Who picked him up. He could have been texting and driving, lost control, crashed, no one hurt, get a ride, call a tow company, end of story.

I am confused, since when is running into a road sign such a big deal? Fled the scene? I ran into a ditch once, someone pulled me out, and I went on my way and called the insurance company after I got to work.
What ridiculous verbiage, fled the scene, what scene? The only thing he damaged was the vehicle he was driving and a road sign. So what.

Honestly I probably would have done the same thing. Its my car and if I crash it and nothing else is damaged I would go on my merry way, not call a cop to say look what I did.

Criminal matter? A road sign. Ya'll need to get a life.

So 8:00 it's OK to destroy a state owned sign, tomorrow someone's property and leave? Its not a ditch. He broke the law,then refused to test. It will come out, the off duty cop was following him because he was driving reckless, ie: drunk. Step up Council and cut your loss now.

Alcohol metabolizes fairly quickly; waiting until the end of the day to do an employer mandated urine test is equivalent to a 'Get Out of Jail Free' card.

Why? What other "facts" are needed?
He refused to comply with employee policy. What other "facts" does anyone need?
Whether he was impaired or not, whether he left the scene or not, became immediately irrelevant when he refused to take the test as per employee policy, the moment he was instructed to.

Second, take a real deep breath, regroup, and FOCUS! Your comments at the staff meeting about all the problems your having, including a few Councilmembers, it's fixed by time management and hard work. You must be a leader, get you s*** together. Lastly, IF there is any alcohol consumption WHATSOEVER, it takes away the "sharpness" you need right now. Recor is so full of it. He needs to be fired immediately.
So what if he were interviewing prospective employees.
You follow employee procedure and unless you are in the hospital, in jail or dead everything else comes second. Their are no other excuses acceptable.
He has set the example. Every other city employee that is involved in something like this, follow his lead. Do NOT take the test until 7 hours later. If he is allowed to get away with it so should everyone else.
Any other city employee who may have been a "victim" of complying with city policy and found themselves in trouble for failing the test needs compensation. If they had only known you didn't have to comply and take the test in a timely fashion they wouldn't have.

His side of the story is his eyes are getting bad, and hit the pole. Funny, while we fixed his last screw up (gas all over back seat) he wanted illegal tint installed on the front windows. What's the deal with all the black windows anyway? Did the Trooper write him a ticket on that? How about when Theobald got stopped, his old and new vehicle has the same windows. These high ranking, high paid bosses do whatever they want. Signed, fed up city employee.

Wish I could report for urine test 9 hours later, pproblem solved. Has Recor reimbursed the town for all previous "unexplained" damages to his truck? How about almost half dozen Apple products?

This kind of stuff starts at the top. You have a mayor that sells real estate and represents developers of new condo projects. You have the former city manager now councilman who when he was the city manager convinced the council to conduct a pay study. This was done during the real estate bubble now you have 52 city employees making well over $100,000 per year in a town of less than 7000 residents of which a little over half show up to vote. You have tax rates rising. You have city employees in newer expensive take home vehicles and some with city paid cell phones. You have retirement packages that are not sustainable such as half your last pay for life. Is this Greece or Ocean City?

Agree with the ONLY thing that matters is that he refused to be tested until he felt the time was right. Who knows the reason why and no one should care why he waited. The fact is he waited.
If he can wait 7 hours or more then any other city employee involved in something like this or asked to take a drug/alcohol can wait 7 or more hours and the same sanctions applied to them.
If he isn't fired than any other city employee who was fired for testing positive in anything less than the hours Recor waited, has a law suit against the city because they should have been held to the same standard as this particular city employee even though it is after the fact.

Telling him to not read this and other public comments is telling him to ignore the reality of this situation. To just pretend it's not happening. You know, with friends like you know wonder he is the way he is.
It's no wonder. You are an enabler and an apologist and a complete evader of any personal responsibility.
If Recor had an ounce of decency he would resign immediately. He set a bad example by not submitting to the test until he felt like it and he has set a precedent for future employee who find themselves in the same predicament.

Hey 1:59 before you call someone an idiot why don't you do the math. First of all town estimates about 300,000 max people on biggest weekend. Not 350,000 and never 700,000. Lets say that the town is steady busy June July and August. Thats 12 weeks of the year. I will assume that you work 5 days a week that means you work 60 days a year when the town is busy. Not bad. So don't call me an idiot.

P.S. There have never been 700,000 people in Ocean City at one time.

Unfortunately the mayor and council have no other choice but termination. Suspension or any other sanction won't work.
The reason why is because now any city employee finding themselves in a similar situation would then have the go ahead to wait 8-9 hrs before submitting to a screening hoping that if they are impaired at the time of the mishap it won't show up by then. If they are only facing a suspension then waiting to take test would be a no brainer for them.
It's not that he had the accident or he left the scene or if he were impaired or wasn't.
It's about the length of time it took for him to go get tested.
