Get your savings out, this means 'you' will be paying for their "free" water!
I can understand allotting a reasonable amount if a payment arrangement on the outstanding balance owed is made. Enough for drinking, cooking and baths but not for watering lawns for filling pools. Perhaps turn it back on for them 1 hour a day, to shower and collect it in jugs for use through the next day.
