WASHINGTON -- Sen. Joe Manchin (D-W.Va.) is a self-described "law-abiding gun owner, hunter, card-carrying life member of the National Rifle Association and Second Amendment advocate."
But on Thursday, he said he "strongly" opposes an NRA-backed bill in West Virginia that would nix permit and training requirements for people carrying concealed guns.
"I have always supported a West Virginian's right to bear arms," Manchin said in a statement. "Senate Bill 347 would allow a person to carry a concealed gun without a permit or requirement of safety training and that is irresponsible and dangerous to the people of West Virginia."

Grandpa, Uncle Bill, Uncle Henry, and my 2 older brothers taught me all about handling firearms.
They never issued me a card or diploma, they just made sure that I knew all the right things.
This man, who I do not know, has no right to require anything of me. He can go to he11.
2nd amendment, ever hear of it? I think it says something about shall not be infringed. But who cares, it's only the law of the land.
HE may need some "instruction".
7:55 nailed it. Besides that, the "safety course" is a sham. Its merely a list of gun owners that can be searched at a later date or prosecuted at a later date.
The NRA should send him a refund.
