2015 Maryland General Assembly: Issues to watch

The 90-day Maryland General Assembly starts Wednesday. Here are some issues to watch:

The budget

Maryland's budget shortfall could hamstring any priorities Larry Hogan has planned. Legislators have to find $1.2 billion to shore up finances over the next 18 months. That would seem to put the squeeze on any tax cuts or new spending

Transportation

The behind-the-scenes jostling for transportation cash already seems to be underway. Whether it's the debate between rural road construction versus city street paving projects or the roads-versus-rails question of whether Hogan will sign off on Baltimore's Red Line light rail project, transportation funding is set to be a hot issue.

Stormwater remediation fee

Hogan bashed this fee — which the state requires local jurisdictions to levy on impervious surfaces like parking lots in order to fund federal mandates for cleaning up the Chesapeake Bay — as a "rain tax." Funding for bay cleanup can't go away, but Hogan hammered this fee so effectively that it's hard to imagine him not trying to change it.

Governor Hogan sure did inherit some mess. Can we all start to say "it's all Owe'Malley's fault" now for the next...mmmmm...6 years?

Seriously though I have confidence in Hogan but I'm sure the liberals will start to crucify him here in another few months cuz he hasn't fixed that structural deficit yet.

Hogan has one of the toughest rows to hoe, but hopefully with the house and senate wins and his across the aisle Cabinet appointments, he will make a quicker headway.

Governor Hogan inherited a mess like Bob Culver did. Hope Hogan gets on the Bandwagon and gets things done for our state.
