Maybe you should give your cat to a cat rescue group. They will make sure it truly goes to a "good" home. Many times when a pet is advertised as "free", it attracts the wrong people who would only do harm to the animal.
Not always 9:04. God forbid if I ever had to give a pet away, I would want to personally oversee who they would go to. I've seen too many shelters (local ones included) who aren't really shelters but more akin to adoption agencies. They say they are going to do this and that and they check this and that but they don't. My friend is dealing with a tenant now who lied on an application and said they were a home owner. A simple check online would have proved this to be false. This dog came a shelter that is supposedly reputable.
