DSP S.O.A.R. Searching for Wanted Sex Offender

Location: Laurel, Delaware

Suspects and Charges:

Richard L. O’Neal, 27, Laurel, DE (Tier 2 Sex Offender)
White male, 5'09” tall, 185 lbs., red hair and green eyes
Failure to Re-Register Address
Two Capiases out of Sussex County Court of Common Pleas

Laurel, DE- The Delaware State Police Sex Offender Apprehension and Registration Unit (S.O.A.R) is currently looking for a Laurel sex offender after he failed to re-register his current address.

Investigators have obtained a warrant for Richard L. O’Neal who is a tier 2 registered sex offender after they learned he failed to re-register his address as required by law. O’Neal also has two capiases out of Sussex County Court of Common Pleas.

The Delaware State Police Sex Offender Apprehension and Registration Unit is asking anyone who may know the location of Richard O’Neal to call 302-672-5306 or by utilizing the Delaware State Police Mobile Crime Tip Application available to download at:http://www.delaware.gov/apps/. Information may also be provided by calling Delaware Crime Stoppers at 1-800-TIP-3333, via the internet at www.tipsubmit.com, or by sending an anonymous tip by text to 274637 (CRIMES) using the keyword "DSP."

What a total waste of money the S.O.R. is ...many types of violent offenders out there shooting , killing, drinking driving and killing and no registry for them ??
They tell us the registry is for public safety , but at the same time 98-99% of offenses are committed by person NOT on the list. So if the registry is so great. Why not have one for all types of violent criminals and stop crime on their tracks ?? Why you ask ?? Because there is NO proven facts that it works and is only used by Politicians to make it look like they are getting tough on crime and beg for your votes.

Number 16 or 17 so far this year! Delaware loses a Sex Offender every week, they need to get Sheriff Lewis up there to teach them how to do good police work, like he says others need.

Only proves how useless the S.O.R. is in real life. ?? And now thousands will be spent to track the dude , while at the same time you have violent criminals killing folks and the police will be too busy hunting this dude to deal with killings and drunk drivers ?? Makes you wonder ??
