It started with what looked like a rash.
But over time the itching, which began immediately after Faika Shaaban moved into a house-turned-apartment at 1000 West St. in Annapolis, got worse.
For months, the bumps spread, creating scabs and lesions from head to toe. And for months Shaaban, 66, asked her landlord, Cornelius J. Barrett, of Arnold, what could be causing the breakout.
Towson-based attorney Daniel Whitney, representing Shaaban, charged that Barrett said he had no idea — all the while knowing the gray house with black shutters was infested with bedbugs.
