There are currently 21,124 people in North Carolina enrolled in WorkFirst, a program that provides cash payments to people looking for jobs. It is targeted to the parents of young children.
"Every kid in North Carolina deserves to live in a drug-free home," said Sen. Jim Davis, R-Macon, the bill's sponsor.

This should be a law in all States. But, it would never be voted on in Maryland because the liberal Democrats that run this State might loose a vote or two.
I think every state needs this. also with any government help they should have to take a test. the number of people would probably drop big time.
MD needs this bad, it would clear out 80 to 90% of useless eaters taking advantage of the system.
I view laws like this and rules like mandatory drug tests for most jobs to be a 4th Amendment violation against unreasonable search and seizure.
The job applicant or program applicant is ASSUMED to be a drug user and therefore has to prove they are not by providing blood, urine, or hair (aka the seizure). We are supposed to be presumed innocent, but here we are with laws in place that require us to prove it.
To be clear, I have no problem with drug testing someone if, after they qualify for the job or program, they demonstrate signs of drug/alcohol abuse. Nor do I have a problem with certain jobs where public safety or a security clearance are at stake. But the person who cleans the toilets at the mall? Who cares as long as they show up on time, do their work and don't use on the job?
Please, spare me the "you must be a liberal BS". We need to fight for the rights of every individual regardless of who they are as little by little, our rights are being taken away.
PS I wonder which North Carolina legislator owns a drug testing company and stands to profit?

3:03 Applying, Interviewing and accepting any job is voluntary. So, in a sense, you are volunteering your blood or urine, to ensure the employer that you are someone worth hiring. Don't like their policy? Go find another job. Same with entitlement programs, if you want the tax payers money, you should prove you are worthy.
I stand beside you, in regards to protecting our rights, I just don't see how this would infringe those rights for something that is voluntary.
Bring it to md. it would save millions of tax paying money abuse.
