I don't believe ANY government agency or program is underfunded. Most agency spend like drunken sailors and are not fiscally responsible to spend their money correctly. It is not an underfunded problem it is a mismanagement of their budget and wasteful spending.
I think Capt. Paul Simon should run the show at SPD!
