GOVERNOR MARTIN O’MALLEY APPOINTS STACY A. MAYER CHIEF LEGISLATIVE OFFICER



Longtime aide Joseph C. Bryce to join government relations firm

ANNAPOLIS, MD (November 2, 2012) - Governor Martin O’Malley today announced the appointment of Stacy A. Mayer as chief legislative officer. Mayer has served as deputy legislative officer since December 2008. She will fill the role left by Joseph C. Bryce who will join the government relations firm of Manis, Canning and Associates.

“I’d like to thank Stacy for stepping up to serve. With years of experience and expertise, we have great confidence in her ability to lead our legislative efforts, and continue to protect progress for the people of Maryland,” said Governor O’Malley. “I’d also like to thank Joe for his tireless and outstanding service to the people of our State. Throughout nearly two decades of public service to the citizens of Maryland, some of the most difficult fiscal challenges and many important legislative debates, Joe’s leadership, his command of the law and the facts, and his fierce commitment to the common good, earned him the respect of legislators on both sides of the aisle. Under his leadership, Maryland has made forward progress on a number of issues that improve the quality of life for our citizens. Joe has been a tremendous asset to our Administration and will no doubt be well-respected in his future endeavors.”

Mike Miller, Jr. “He is a person of great intelligence and integrity and I have been honored and proud to work with him and call him a friend. Our State has benefited tremendously through Joe's service and I know he will find great success in whatever he chooses to do next.”

“Joe Bryce is one of the most effective advocates in Annapolis. His depth of knowledge on the issues, understanding of political implications of policies, and relationships with lawmakers is second to none,” said Speaker Michael E. Busch. “After working closely with Joe for over 18 years, I know he will be missed by members of the House and I thank him for his dedicated public service to the citizens of the State. Stacy will carry on this tradition of strong advocacy on behalf of the Governor.”

As deputy legislative officer, Mayer was responsible for the Governor’s legislative agenda in the areas of public safety, health care, business and economic development and elections. Most notably, she led the Administration's efforts to pass InvestMaryland and successfully steered legislation taking firearms out of the hands of domestic abusers; strengthening Maryland’s sex offender laws; and increasing penalties for serious gun offenders. Prior to joining the O’Malley-Brown Administration, Mayer served as an assistant state’s attorney with the Howard County State’s Attorney’s Office for nearly 10 years. While there, she initiated a Firearms Unit and supervised the handling of all firearms offenses. She prosecuted felony criminal matters from indictment to post-conviction proceedings, including murder, arson, auto manslaughter robbery, burglary, and narcotics and sexual offenses.

Prior to joining the Howard County State’s Attorney’s Office, Mayer served as an assistant state’s attorney in the Baltimore County State’s Attorney’s Office in both the district and juvenile divisions.

Mayer is a graduate of the University of Maryland, School of Law.  She received her B.A. from the University of Richmond. She resides in Baltimore County with her husband and three young boys.
