Investigators said a group of people were trying to cross near Philadelphia Avenue when a 21-year-old person from Ireland was struck by a taxi traveling in the southbound lane of Coastal Highway. Police said the taxi-cab had the right-of-way and the person crossing the street was not using a marked crosswalk. Police said the taxi driver tried to stop, but it was too late.

Let me see now , how hard is this to figure.
We have a vacation spot that is known for drinking and drugs. We have people driving while intoxicated and people walking while intoxicated.

it's easy to figure, i go on vacation and leave my brain at home. I'll do stupid things I would never attempt to do at home.

Some people are stupid. When you have a large amount of people in one area, you're bound to run into some stupid ones. Darwinism at work folks, and there's nothing wrong with that.
25 MPH on Coastal highway in season will stop the accidents.
Very simple solution.
At least natural selection has not been completely removed from humanity! Warning labels are destroying this country. People should be allowed to kill themselves with whichever expression of stupidity they want.

25 MPH may make the accidents less disastrous, but they won't stop idiots from being to lazy to walk 15 feet to a cross walk and waiting for a light... at night... while wearing dark clothing (I almost hit someone at the start of the season for just this reason. Dark clothes, between lights, very drunk person).
The issue isn't the speed... the issue is stupid people doing stupid things.
25MPH (35MPH, because really... who obeys the speed limit?) won't solve the issue. Mandatory shock collars to buy/consume alcohol will.
