What’s The Real Problem With Salisbury’s Public Works Department?
We are hearing increasingly frequent complaint by those who deal with the City’s “PWD” that something is seriously amiss in that department. Permits and plan approvals are taking an inordinately long period and becoming unreasonably difficult to obtain because of multiple punch lists and unrealistic conditions being imposed. The root of the problem some folks believe is the department head - a former DELDOT bureaucrat - and a mayor who is unprepared and unable to exercise appropriate oversight and control.
Anyone who has had a recent unpleasant episode with Salisbury public works personnel or has significant information about the department’s malaise is invited to comment and contact me to discuss details. Confidentiality will be protected.

You are speaking of Teresa Gardner. She currently has 5 pending grievences files against her from 4 different departments. She's tyrannical, throws fits up and down the halls of the very public government building and has been an absolute disaster. The hell of it is, Jim knows this privately but does not want to do anything because he hired her and that could hurt him in the election! Seriously! Don't believe me? Ask around and every claim I have made here will stick.

Why would someone leave a state job in DE. to come here -- was she forced out?
And does she now have her primary residence in Salisbury?
Her vehicle is tagged in DE even though they were up for renewal about a year ago.

Just by reading this, isn't it kind of obvious why she is no longer employed in DE?
How many employees have left the department under her watch? This should say something about her leadership.
The whole dang department is worthless and dumb as a box of rocks. Need I say more, dumb leading a bunch of dumbers! Wow they must get it from their Mayor -dumbo!
Every employee in Salisbury is looking for a new job because of Teresa Gardner! She has no respect for anyone or anything and is truly a tyrant and needs to be run out of town.
There have been many instances of jobs being put up in many departments and highly qualified people not getting them because she doesn't like them. She has put her own people in jobs that need state certifications to have these jobs and her people are NOT qualified for these jobs! She doesn't even bother to interview those that have applied.
