Two North Carolina Men Arrested After Car Stop

Newark- The Delaware State Police have arrested two North Carolina men who were found to be in possession of heroin after a car stop in Newark early Friday morning.
 
The incident happened at approximately 1:55 a.m. on December 3, 2010 as a trooper on routine patrol observed a 2010 Dodge caravan traveling on southbound I-95 at a high rate of speed. After the trooper then observed the vehicle make a lane change without using a turn signal, he stopped the car approximately .2 miles south of DE Rt. 1. The trooper contacted the driver of the vehicle, later identified as Herbert L. Cherry, of Tarboro, North Carolina, and learned that the van had been rented in North Carolina. According to the vehicle rental agreement, the van was only to be operated in North Carolina or Virginia. The trooper asked Cherry for consent to search the vehicle but was denied. A Delaware State Police canine trained in drug detection was then called to the scene. The canine alerted on the vehicle as possibly containing illegal substances. A subsequent search of the vehicle, which was also occupied by Tony R. Rheams, 47, of Scotland Neck, North Carolina, revealed 1298 glassine bags each containing heroin inside of a plastic shopping bag which was hidden inside of a backpack. Digital scales, as well as fictitious social security cards with Herbert Cherry’s name on them were also located.
 
Herbert Cherry was arrested on the above list of charges. He was arraigned at JP Court 2 and then committed to the Howard Young Correctional Institution for lack of $77,500 secured bail. Tony R. Rheams was also arrested on the above listed charges. He was also arraigned at JP Court 2hen committed to the Howard Young Correctional Institution for lack of $77,000.00 secured bail.
