The Fruitland City Council has selected Rick Konrad as Fruitland’s new city manager, filling the position left vacant upon the resignation of John McDonnell. Mr. Konrad is no stranger to local government as he brings to the City 12 years of experience. Congratulations and best wishes to Rick on his new assignment.

It was only advertised in a few select places, where the average joe around here would never see it.
This was a candidate hand-selected months ago. The advertising, interviews, etc were the usual song-and-dance for appearance, but it was already pretty much done.
I pity the boy if we don't get a competent majority out of this fall's council election.
I am optimistic about a couple of potential candidates for the council this fall. I have spoken to a couple and hope that they run. No agendas for them other than to make fruitland a better and cheaper place to live, and make growth pay for growth.
The manager has to work at the mercy of the council and the Fruitland council doesn't know what they are doing. That's why the attorney is more involved than he should be. But he doesn't know everything either. That's why its a real circus in Fruitland these days.
I have nothing against Rick but I do feel how he was selected was wrong. Fruitland's version of Salisbury's City Council is as follows:
Smith = Carey
Comegy's = Olinde
Campbell = Tull
Cohen = Lokey
Shields = Ortiz
Behind closed doors Olinde can't do a thing without contacting the city attorney. At the last few city council meetings the attorney had to remind Olinde that discussion had to be taken on each subject before a vote. This isn't Olinde's first year as the council president. If your new to attending these meetings you would laugh watching this circus. Carey always has a sour look on his face and looks like he's falling asleep.
Say a prayer for Fruitland, the citizens need it now more than ever.
As I sat at the park off Brown st this morning I noticed something going on at the city hall. why were the 5 council members there? private meeting against closed door rules? even if they go into a closed meeting, it needs to have notification as well as begin and end in a public meeting.
I know you don't like links in comments. In this case I'm showing the law to what they did wrong this morning. If I hadn't been busy with the kids I would of asked if the public was invited.

Fruitland running a muck but what can I do as a taxpayer? If I speak up they'll attack either via water/sewer or saying something about the yard.

Would you hire someone who had only been at his last job for 6 months? Couldn't make it in the "big city" of Norfolk. Now a crawl-back to Eastern Shore. He will definitely earn his pay with the dysfunctional city Council/Department heads.
Rick was hired because Council-President-WannaBe Carey has been pushing him. He was the one who got him to apply and pressured everybody else to hire him.
President Carey has been and will be doing so much micro-managing that it won't matter much what Rick Konrad knows or doesn't know.
Fruitland is completely out of control.

How can you compare Campbell and Tull? That's like saying Einstein is equal to the village idiot. The staff is running things here and none of them in charge live in Fruitland. Do you think they care what the taxpayers think? If they did they wouldn't be spending so much. The entire Fruitland council is a joke for allowing all this out of control spending without justification. Just ask if they will show you the monthly spending reports. You have to fill out a form and pay a ridiculous fee to get copies. None of the incumbent councilmen will win if they run this year.
