ACCUSED: John Price Phillips Jr., Lower Millstone Ln., Salisbury, MD, 30YOA

BRIEF RESUME: On the above date and time, troopers from the Salisbury Barrack responded to the area of Mt. Hermon Rd. and Crestwood Circle, in reference to an individual stopped on the side of the road and not responsive. When troopers arrived they made contact with the driver Phillips. Troopers observed and smelled raw marijuana inside the vehicle. Phillips was subsequently placed under arrest and charged accordingly. Phillips was transported to Wicomico County Detention Center where he is awaiting disposition before a district commissioner.
