Incident: Failure to Register as Sex Offender
Date of Incident: 5 March 2009
Location: 5600 block of O’Donnell Street, Baltimore, MD
Suspect: Terry Wayne Foskey, 41, Salisbury, MD
Narrative: On 5 March 2009, Baltimore Police arrested Terry Wayne Foskey of Salisbury after stopping him for a traffic violation and discovering an open warrant for his arrest that was held by the Wicomico Sheriff’s Office. The warrant had been issued in May 2007 and charged Foskey with failing to register as a Sex Offender. The Wicomico County Sheriff’s Office had been tasked with keeping track of Foskey’s whereabouts and it was discovered that he moved and left no forwarding address. Because of this warrant, Foskey had been placed on Wicomico County’s "Most Wanted" List and had been featured on the Crime Solvers program of PAC14 and WBOC.
Foskey was transported to the Baltimore City Central Booking Unit where he is currently being held without bond pending his return to Wicomico County.

he is a frequent flyer not surprised to see him again. he is originally from baltimore. his last sentence was for a similar charge.this is why we need stricter penalties for repeat offenders especially with crimes of this nature.
I agree stricter penalties for repeat offenders is right, but I don't think all registered sex offenders are really sex offenders. I no a young man who got involved with a young lady,the young lady lied about her age. Now he has a life sentence as a registered sex offender as well as doing hard time in jail. She was just as wrong for lying about her age as he was for having sex with her. He is a teenager I don't think this is right, some of these young ladies look and act much older than they are.
get your fact right he is not from Baltimore, he is from Salisbury.
