Comment for Tim Chaney

Tim Chaney wrote a comment on another post relating to property taxes. The conversation seemed to be leaving the original topic and I believe that there is much to be learned by open dialogue. So here we go.

I don't know about the city, Tim, but the county has a hefty impact fee. The impact fee is $5250.00 for the county. But wait. The town of Pittsville has an impact fee of $7,000.00. which is about to be raised to $10,000.00. In fact the Town Commissioners will have the second reading of the change this month. That will be $15,250.00 before your back hoe breaks the ground. (not too shabby for someone who doesn't know that much about the county huh?) I'm not saying that's good or bad...it's just the way it is.

In closing, on a blog it's probably better not to give everything one knows on a specific issue if you hope to open dialogue. To do so only leads to a long boring post on which no one will want to make comments......and to me that's not the purpose of this blog.

A Blog IS designed to open things up for discussion. MOST Blogs have very few comments because they have told the entire story from beginning to end. With a Blog, (I believe anyway) you put out most of the facts and leave it for others to complete by their own experiences with the subject at hand. If they get off topic or they're wrong, that's when we come back and straighten them out. Well done!

Wicomico is also going to go up further when they add the Parks and Rec, fire safety, and roads impact fee. Salisbury has significant impact fees, not just for water and sewer hookups, but for other infrastructure items and a fee to improve community housing and workplace house to boot.

First off I want to meet the guy who writes the check in the amount of $15,250.00 for an impact fee.
(And yes you are right on target for the proposed amount)

The reason being, I think the man or woman should be submitted immediately for a complete psychological evaluation. I don't care if it is Mr. Ruark, Causey, Centex, Americraft, Glass, Ryan, or old Joe Blow homeowner.

What is most confounding. . . I guess our elected leaders have never heard of trickle-down economics - (Ronald Reagan). What they have done with enactment of these exorbitant fees have actually reduced the revenue stream into the county coffers by raising an economic barrier that thwarts construction. If you examine the sales tax revenues for lumber and millwork you will see that it has been dramatically reduced as a result of enactment of the impact fees. Thus, the enactment has been counter-productive.

Bottom line. . . the enactment of impact fees has actually caused a reduction in sales tax revenues which exceeds the money generated from the impact fees.

You can easily verify these sales tax collection figures by contacting the Maryland Comptroller's office.

I've got the spreadsheet for Wicomico and it is stunning.

The collapse of real estate development combined with the recession-- not the impact fees -- has caused the downturn in sale tax revenues.

Salisbury does not have other impact fees, except water and sewer.

Nothing for public safety.
Nothing for roads.
Nothing for public places.

They've been talking about it for ages though. That makes it seem like they are doing something.

12:04 is right. People who blame impact fees for lagging development should look at places that have boomed with them in place.

That's right. Keep expecting Granny who just moved into that new retirement community and won't realize her full Homestead Credit until she's dead to foot the bill for some developer so the college kid in that new community can run her down at the crosswalk never painted.

Folks . . it's over for building in and around Wicomico.

The politicos shot 'the last goose to lay the golden egg'.

You might see a home sprout here and there. . . but by and large it's over.

Only a fool pays those kind of fees. It's all non-productive costs.

By the time you pay for your building permit, health permit, well permits, it's just not worth the effort. Easier to relocate to DE which is what is happening. Joe alluded to this in an earlier post.

why then is most of his properties located in maryland?

Who ever said "most" of my properties were located in Maryland? I will admit though, I do have quite a bit there though.
