WWTP, NO Accountability, AGAIN!


Although the City of Salisbury has in fact delivered all of the documents necessary with the MDE after the most recent screw up on time, The MDE is in what they call the "Penalty Phase" trying to figure out what to assess penalty wise to the City, which will be NONE!

There's going to be some sort of "Consent Decree," an agreement to cease any more spills, Dee, Dee, Deeee!

In other words, the MDE is buying time until Salisbury's new Plant is under way and up and running. The "Voluntary Agreement" admits to the City created illegal activity but leaves no charges/fines against anyone.

A Consent Decree is normally used in criminal and family law. How it has been brought into this case with the MDE is beyond me?

Yes, citizens are outraged. Those who live on the river are furious. Those visiting the area that would normally fish and or use the river have been completely cut off. I was told today that you can't even use your boat on the river. So for those people who are paying fees to dock their boat in the Salisbury area are also screwed. Wait till Granddad puts up his next Post!

How about the "Can Everyone Help Bob" Post I put up earlier. Here's a guy who has Family & Friends coming to the area and they're desperate as to where they might be able to go to beat the heat and have water access.

Now I'm not saying I didn't figure Barrie I Take Full Responsibility Tilghman would once again get away with further destroying your land, I figured this would be the case. However, citizens are outraged at the arrogance of this we'll get together once a week and discuss things meetings, rather than truly taking full responsibility and FIRING some of those responsible.

Heck, I'm told that there's not a single person who works for the City that will have any clue as to how to run this new Plant once it's on line. How's that for a scare? It's something no one has asked about and it's certainly not something this Mayor is willing to discuss openly. The former Public Works Director John Jacobs was the "Go To Guy" for the WWTP and he's now gone.

Has anyone ever notice how Barrie Tilghman does this to the Citizens of Salisbury on a regular basis? Once things get tight pressure wise she's full and loaded with excuses. First Pam Oland was new on the job and they terminated all the Go To Guys in the accounting department for the City. Then there was the next excuse, she was pregnant and had a baby. Look at the SPD and Chief Webster. They promised raises to the Police Officers and after the first year they dropped those raises, yet they wouldn't do so for Developer Reimbursements in the millions and borrowed money to do so!

Enough is Enough Ladies & Gentlemen. It's time for Barrie Tilghman to go and the word on the street in Ocean City today says she's not planning on running for Office again, Duh, go figure. Salisbury News brought the witch down, I don't care what anyone says, it's true. We are your source for accountability and if you're not accountable, we'll expose it and you'll lose all of your previous support. It's no wonder this woman is suing me. LOL

In the last 10 years, 3.5 million gallons leaked from the WWTP into the River! I take full responsibility, MY A$$!

Yep, a total of over 100,000 gallons of "partially" treated sewage (they like to call it affluent, but its sewage folks), has hit the river in the past couple of weeks or so. In my way of thinking, someone should be severely fined or jailed for this and guess who that should be? The city management in this town is at its very worst and won't get any better until next April, unfortunately.

Who is in charge of the plant?
Dave Winslow and he should be fired or worse, he has been letting this happen for years.

Why dont they get some of the local drunks that work there from parsonsburg to run it . Oh they already are.

Barrie has personally screwed up things--big and small. That's what she has always done in whatever organization she belonged to. It's what Barrie does. We must NEVER experience her type again.

I'm surprised that Barrie didn't give latitude to Pam Oland over the last year for having to nurse, citing that it was sucking the numbers out of her.

The post raises a good point about the "technology" of Salisbury's rehabbed WWTP. The City was taken for a ride by the O'Brien-Gere engineering firm and is getting a rube goldberg upgrade of the old plant. Salisbury refuses to use (for WWTP matters) a local firm that has a world-wide reputation and clientele. Some of its personnel pleaded with Barrie to go with truly modern technology, but in vain. For the same cost we could have gotten a state of the art plant, but are getting screwed instead, while a firm from elsewhere gets rich with City funds.

I believe you are correct in the statement that no one currently at the waste water plant knows how to run the new one; a nutrient removal facility using microorganisms. It takes years to obtain that knowledge and they will not be able to obtain those skills from the O & M manual or the designers s.o.p. notices. I believe John Jacobs had some knowledge of those facilities. They will probably have to use Worcester County's personnel that run the plant in Ocean Pines.

anon 10:13 Wow, you know exactly what has happened. The type of design used will continue to cause operational problems and quite possible many more spills until everything operations wise is worked out.
I am knowledgeable with the "local" firm you mentioned but they are not all fob's

There is absolutely NO SENSE OF
URGENCY with this administration.
Futhermore, there is no ACCOUNTABILITY. This city needs
to hire a manager and totally get
rid of the mayor form of goverment.
It's not working. Is there any hopes the County could step in
and take over the city.

If they had more check valves that could stop the flow there wouldn't be so many spills trying to replace old piping and connections. State of the art technology could pick up the overflow and automatically shut the line down with no human interaction. I have said this before, the plant will be obsolete before it is completed.

I don't want to be too quick to judge Mr. Caldwell. Sounds like he knows what he's taking about however all he has is what he's got to work with. We know that isn't much.

We all know he was left a terrible mess. Maybe with a new administration Mr. Caldwell will be free the disclose just exactly what a mess it really is.
