That is the same thing he was doing when he was Mayor. This ploy is always utilized by the Mayors of Baltimore. They are so used to this tactic because they use this as justification to spend MD tax dollars irresponsibly, since Md tax payers already pays 90% of Baltimore's expenses. When they become Governor they already have this mentality and uses it to keep raising taxes irresponsibly. For those who voted for him, don't complain about his tactics for making MD a Socialistic State.
