First Amendment to the Constitution of the United States
“Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances“.
The framers of the Constitution felt that freedom of speech, the right of the people to peaceably assemble, and the right of the people to present their grievances to the government was so important that it was the FIRST AMENDMENT ..
NOT THE CITY OF SALBURY…Those laws and the enforcement thereof is good enough for millions of people in the United States under a democracy but not applicable for LOUISE SMITH and BARRY TILGHMAN, and MR. WILBER.
Louise Smith (in case someone does not know) is to lead the council to be fair and just under Robert’s Rules of Order here is an excerpt’
“to act according to its considered judgment AFTER a full and fair "working through" of the issues involved. Robert's Rules provides for constructive and democratic meetings, to help, not hinder, the business of the assembly. Under no circumstances should "undue strictness" be allowed to intimidate members or limit full participation“
Not only did Louise not abide by Robert’s Rules, I really question weather or not she knows her responsibility to conduct the meeting under those rules. Much less the guarantees of the Constitution of the United States.
I was watching the meeting on Monday night, and was about to loose my temper, and almost went down to the council chambers to protest the treatment of Council woman Terry Cohen, and Council woman Debby Campbell by Mrs. Smith and the Mayor and Gary Comegy’s and the lack of enforcement of the rules by Mr. Wilber.
If no one is paying attention, no one cares, no one is willing to take a stand against the behavior of Louise Smith, gaveling down Terry Cohen whilst performing her duties as an elected official, Showing preferential treatment to the Mayor and Mr. Comegy’s during their childish and moronic “out of order” behavior while Ms. Campbell was speaking on behalf of the citizens of Salisbury, I would like to alert you to the loss of your freedoms.
Another heavy duty set of words come to mind .
“Dereliction of Duty“ Ms. Smith has a sworn duty to the members of the council and to the Citizens of Salisbury . In my opinion and it is there to see in every Council Meeting, She is an abysmal failure……..FAILURE and the people of Salisbury are allowing her to continue. Along with the Mayor, and all of her androids.
My right to speak, and my right to assemble, and my rights guaranteed by the Constitution are my most precious rights Why do we allow the Mayor, Mr. Comegy’s, Ms Smith, and Mr. Wilber to take away our rights by their by their behavior and their treatment of our Elected Officials the Council Meetings?
In my opinion the Mayor and Gary Comegy‘s acted like children, and I counted (and I know the facts of the Drainage Project) 6 bold faced lies when the Mayor, Comegy’s ; Public Works android, Mr. Campbell, and Pam Olsen answered direct questions of Council woman Cohen, and Campbell. concerning dates, and procedure, of the Storm Water Drainage Project. Folks, as an example ; Mr. Comegy’s is a project engineer and denied knowing the “process “of a State funded project if that is true he should be fired. He admitted in public that he does not know the “procedures” of his job. PROJECT MANAGER” Look it up on the computer, or under State Highway job descriptions.
Speaking of jobs, I also believe that Mr. Wilber is complacent, he is supposed to tell Louise what the rules are if she is not enforcing them, Mr. Wilber did not does not do his job. He should never allow the Mayor, Comegy’s and Louise to behave in the way they do.
There is really no sense in calling attention to the person who is supposed to show leadership and some level of couth (manners) and in my opinion not only acts like a spoiled child, and wants the attention, is loud and twists the facts like a piece of taffy, but . THE MAYOR. By her actions on Monday; night sucking on a piece of candy trying to talk, and facing the camera full face, was without a doubt equal to the behavior of some of the trash starlets on television . (I am sure you know who I am making reference to) but hey it gets attention.
I wish that I could say the words that her behavior invoke, I and wish that the Citizens of Salisbury would react and do something about it..

If that were the only, or even the biggest, problem in Sprawlsbury, the residents would be like pigs in __hit. Democratic government, in actual practice, often ain't pretty. If you are serious file a complaint with Attorney General "Doug" Gansler, and watch it go into the circular file.
Your quotation of utterances by the several "great men" is completely misplaced.
Your scrutiny in prior posts of the Scheme Team and its puppeteer are mostly great -- keep up the good work without this kind of stuff.

Hey, I liked the commentary! Now if only someone would stand up at the meetings and voice such strong sentiments directly to Barrie. But, alas, very few Salisbury citizens have the inclination to do so. The only ones to show courage have been the Dirty Dozen, Gang of Four, Tim Chaney, Bob Caldwell, Jim Ireton; everyone else is silent. Until citizens do stand up, I say the Salisbury taxpayers are getting exactly what they deserve.

The Salisbury City Council does not follow Roberts Rules of Order for their meetings. I asked about this a couple years back and was told they don't follow it, they have their own procedures. Of course, those "procedures" were never provided.
Joe: There is little doubt that this group of supposed leaders are way out of control and need to be taken down (save the two good ones). The question is how do we do this, without having to garner some 15-20,000 signatures from city residents, and the amount of volunteer time needed to do so? That's why they (the ignorant four or five) are complacent about the whole thing and run rough shod over us citizens, following their own agenda's to the letter, regardless of what we the people think! What we need to do, is propose a change to the city charter, allowing removal of ineffective officials by a smaller amount of signers (say 10 per cent of the voters on file, or whatever seems just ands makeable in such a case). We are all tired of the antics being pulled by this group of uncouth leaders, so lets get started on a change to the charter!

Do you all realize just how much damage Barrie is going to do to this city in her last year as mayor? Someone needs to figure a way to roust her drunken self out of office, even if it means all of us filing complaints with the State Prosecutors office, regularly. Sooner or later, if enough of us are complaining they will have to look into her antics. No matter what she believes she is not above the law. Then the charter needs to be dissolved and let the city come under the county, imagine the money taxpayers would save just by that stroke of a pen.
I also think the only building with Barrie Tilghmans name on it should be a mausoleum.

Donnie Doodoobreath already knows that bubba isn't doing his job. Donnie and bubba are typical state employees slopping at the government trough. bubba and o'mowy are tight(so he thinks) and that is one reason he gets away with what he does. Someone ought to tell the O'gov that bubba was a big supporter of Doug Duncan and not Marty boy!! Doug Duncan and bubba were both on the South Beach Diet and Doug lost weight. Bubba ate everything Doug didn't!!
