A VERY close look is required when dealing with 3D (Director Doug Devenyns). Just who is this guy, anyway? He claims years of experience in the Navy, but no one has yet witnessed any Military knowledge out of him. Take a good look at the way he is standing in the photo offered to get here. There's no Military pride or training in him. Was he really in the Military, or could it be 3D isn't who he claims to be?
One of his first actions upon assuming control of WCDC was to throw out all the "books", the rules and regulations, the descriptions of how jobs are to be accomplished while on duty. These have yet to be replaced with anything - except when someone from the Standards or DoJ demand to see one, and then it sort of magically appears out of thin air. Of course, the moment Standards or DoJ leaves, so does that bit of paper, never to be seen until requested by someone else.
Since his appointment as Director of WCDC, inmates have committed suicide and not been found for HOURS, have managed to get cell phones and cell phone batteries into the facility so that they can conduct drug deals or threaten potential witnesses. They conceal their actions behind blankets hung like curtains, and routinely use officers to get contraband smuggled in. Officers have affairs with inmates, which used to be against the rules, but since those rules are gone, there's nothing to stop the practice now. Those who get caught doing wrong wait for months to see whether they'll be punished or not, and most often nothing happens to them. To say that morale is low is a gross understatement. Officers are leaving WCDC in droves. The number of experienced officers is shrinking to an alarming rate, and many of the new officers are so afraid of the inmates that they don't even show up to an ASAP (inmate brawl) to back up their fellow officers.
DDD has never stood a post in a jail and knows almost nothing about security, leadership or support of his staff, yet he has charge of a jail. Who's brilliant idea was this? His ignorance is glaring and, if allowed to continue, will get some officer killed, if not more than one. He's already had one escape, which Dopy and the Seven Dwarves did nothing about. How long before there is a mass break out of U.S.Marshall inmates? The tax payers of Wicomico and the residents of all three states are not safe while Director Doug Devenyns is in charge of the jail.

I've heard this several times from different people. I have also heard that central booking had an issue where the computer fingerprinting system went down and during that time, anyone arrested was not fingerprinted. Instead of dropping back to manually fingerprinting until the system could be repaired, some genius failed to make the command decision and God knows how many people weren't printed. This may not seem like a big deal ......BUT... that is how updates are made to the criminal history of an arrested subject. If they weren't printed, the charges won't be applied to the persons record. AND....what if the arrested person gave the wrong name? You'll never know if they weren't printed! Was that swept under the carpet?
It sounds to me like this could be another Chiefy Webster scenario.

Internal Investigator "RETIRED STATE POLICE OFFICER" has total control of Security with the Headofhousehold blessings. His control is do as we say or hit the road.The escape of that inmate was "preventable". There was contruction materials accessable to the inmates in the Rec.Yard.Was there for a long time.Did anyone ever hear of any punishment meted out.
He sucks! My wife works there and his a$$ needs to go. He has idea what goes on in there. Those ladies and gentlemen risk their lives day in and day out for this prick! They need a union who will take up for Correctional Officers and proper care of inmates.
I wonder if Barrie Tilghman and Chief Webster will start an investigation on this group too, just like their actions in the Drill Academy?
I think this comes under Rick Pollitts' jurisdiction. It's the county lockup, not the city. It also is a federal holding pen for immigrations.
Speaking of the Drill Academy -- isn't that property no for sale -- cheap?
I believe they are using the Drill Academy for overflow prisoners from the WCDC. I don't know that first hand but I thought that someone I knew and was on work release (for DWI) told me that was where he was housed.

The old Drill Acadamy is now being used to house the work release inmates from WCDOC. Not women, not overflow. Minimum Security Work Release inmates.

Grand dad, you've only touched the tip of that iceberg. Because there are no official rules and regs, no one dares make any security decisions on their own for fear 3D will make a mind-change and then parade them around like the world's worst idiot, which he enjoys doing, btw. Officers can receive as many as 4 completely different and often opposing orders within the span of 15 minutes. They don't know what to do any more. There is absolutely no consistency within those high white walls.
Anonymous 12:32 is correct in all except that the two people mentioned are not married, merely live together. The inmate's escape was indeed precipitated by construction materials left in a yard. If anyone received punishment, it was some unlucky CO who really had nothing to do with the event at all. 3D NEVER takes responsibility for anything, always shoves it off on the people who actually do work there.
That retired Cop, Mr. Harden by name, would definitely LIKE to have total control, but all of his ideas would increase the danger CO's are already in. He completely lacks experience in Jail Security, yet believes himself qualified not only to become the next Chief of Security there, but also the next Warden! That man needs a reality check.
The old Drill Academy is now called The Annex, and is indeed where Work Release inmates are housed. So far, it seems to be one of the few areas of the Jail that actually works as intended. It does because 3D had nothing to do with its set-up. Neither did Harden; he had not been hired.

Doug Devenyns(check your spelling) is a POS reject from St. Mary's County. They didn't want him so they helped fluff his resume so the idiots on the County Council would hire him and they would be rid of him. Thanks Joe for exposing another local deadbeat.
