A Message From Congressional Candidate Andy Harris
Friends,
Last night was a late and frustrating night. Shortly after 2:30am this morning, the Special Session of the General Assembly ended with the passage of the largest tax increase in Maryland history. I voted against every single tax increase. I even helped lead the filibuster against these new taxes, but sadly the filibuster attempt failed by 1 vote.
The tax-package passed by the General Assembly will increase taxes by $1.4 billion dollars in the first year. Over the next four years, Maryland's hard working families will pay almost $7 billion more in higher taxes as a result of this tax-package. The taxes amount to about $1,222 per person in the state of Maryland over the next 4 years.
Governor O'Malley called the Special Session to solve the long-term structural deficit, but sadly the General Assembly adjourned without solving it. A structural deficit of over $50 million dollars still exists. If slots fail or the economy takes a downturn, which it undoubtedly will as a result of these tax increases; the structural deficit will grow. One of the reasons the structural deficit exists is because the General Assembly actually increased spending. During this Special Session, the General Assembly passed new spending programs to expand state-run healthcare and funding for the bay. No real budget cuts were made because no budget was before the General Assembly. Governor O'Malley can ignore the recommended cuts the legislature proposed when he submits his budget for next year.
Here is a summary of the tax increases passed by the General Assembly:
Sales Tax:
The sales tax was increased from 5% to 6%. This increase will be felt most by businesses on the Shore. Residents on Maryland's Eastern Shore can just drive to Delaware to avoid the 6% sales tax in Maryland. Jobs in Maryland will be lost because of this increase.
Sales Tax Expansion:
The sales tax was expanded to include computer services. Comptroller Franchot believed expanding the sales tax to computer services will hurt Maryland's economy. He stated, "Computer firms form the nucleus of the state's new economy" and that the sales tax "plays into the hands of those who would unfairly question Maryland's business climate.
Surprise New Fee:
A surprise new fee was added to the final bill. The fee for a title certificate will be raised from $23 to $50. Despite O'Malley's statements last summer opposing such fee increases as being to onerous for working families, his tax-package will raise $32 million per year from this fee increase.
Income Tax:
A new progressive income tax was established. Currently everyone pays a flat 4.75% tax on his or her income. The new brackets are as follows: 5% for single filers making more than $150,000 and joint filers (married couples) making more than $200,000, 5.25% for singles making more than $300,000 and joint filers making more than $350,000, and 5.5% for single and joint filers making more than $500,000.
Tobacco Tax:
The tobacco tax was increased from $1 to $2 a pack.
Slots:
Slots will be on the ballot in November of 2008. I sponsored an amendment to ban a slots location in a given county if a majority of the people in that county vote against the referendum. I believe if people in a county do not want a slots parlor in their back yard, the state should not force them to have one. Sadly, this amendment failed.
Each of us has until January 1st to prepare for these tax increases. These tax increases are an early Christmas present from the Democratic leadership in Annapolis (actually, they would probably call it a "holiday present").

Can we get a roll call of how everyone voted on this please? I really want to write some "thank you" notes to the idiots who are now forcing me to shop in Delaware.
After the next election I will move there as well!!
Glad to hear at least one elected official opposed these taxes. Democrats just don't understand that the money they spend is not their money, it is OUR MONEY!!!!
Dems doing what they do best...spending the taxpayers hard earned money. I can't believe that the legislature did this. What I would like to know is how did our local reps vote? If they voted for this monstrosity of a tax bill, then we should vote their monstosity of a politician out of office.
That clinches it-MD is now tax hell-not that I make enough money to be affected negatively but the taxes on sales and tobacco and increased title fees,will just drive people into neighboring states to buy goods including cigarettes and to even register their cars!Look at all the out of state tags here in residence already!
Taxes will go from 4.75% to 5% for more than 150K, 5.25% for more than 300K, and 5.5% for more than 500K. The corporate tax goes from 7% to 8.25%. Not so bad. Remember all this when you drive on roads, drop your kids off at school, expect the sand to be at the beach, and the helicopter to pick you up and take you to the hospital after an accident. I love this blog, but you right wingers (and Harris) complain way to much! None of the republicans I know make over 150K a year, do you guys even live around here?
It's the RINOS that did us in folks. The tax package passed by One vote because Five state republican bozzos voted for it, with the O'Malley Democrats. Oh, forgive me, they are moderates and independant thinkers, we can't insult them...

I have an idea....
Why don't we only apply the new taxes to registered Democrats since raising taxes and spending more is all you know how to do. The novel idea would be to do what the peons have to do when they run out of money - STOP SPENDING!!!!
Anonymous, what is this O'Malley talking points?? Well don't worry, when most people start fleeing MD we won't be in much of need for sand, helicopters or road services.

Brother,,,,I've seen roads repaved several years before they need it...truth be told it happens right at the end of the fiscal year because they are scrambling to spend the money so that the "piggy bank" is empty. Also....who authorized the unnecessary spending in order to plant all of those flowers on the median....and decorative masonry work on the traffic light islands. The waste on the "roads" goes on and on.

What? like the "after school programs" designed to assist kids with homework? They are noting more than a govt. sponsored nanny service. And what about the free breakfasts AND lunches that some kids get.

If republicans dont make over 150K, I guess you are saying the RICH ASSHOLES make all the rules and the poor are stuck with it. You are asking for with an opinion like that a revolution in this country. Guess what, the republicans will win because democrats are afraid to fight!
Don't even get me started on HELICOPTER service! We already are taxed to the hilt every time we renew our vehicle registrations. Has anyone even noticed how much more it costs to renew your tags lately?
The reason they came up with is that funds the HELICOPTERS for accident victims. That's right, folks. I have a longer memory than some of you it would seem.

Why no special tax on those gas-guzzler SUV's?
The day I can't work and pay my own way is the day I'll die, life won't be worth living if I have to rely on a government hand out. Thats not living that is merely existing. I don't have much but what I have is mine, all mine, not mine and the banks or mine and the credit card companies, its mine, bought and paid for with my hard earned dollars. I didn't do well at the tit as a baby, sure ain't going back now.
