The full Emergency Order says that all public schools will be required to reopen in August for at least five days a week and to provide the full array of services required by law, including in-person instruction and services for students with special needs.
“Required services must be provided to students from low-income families, students of migrant workers, students who are homeless, students with disabilities, students in foster care, students who are English-language learners, and other vulnerable populations,” the order says.
Corcoran's order also instructs school districts to follow the advice of state and local health officials as well as executive orders issued by Gov. Ron DeSantis.

As a teacher, I find this cowardly and ridiculous. A lot of us are secretly quite conservative, we just can't voice our opinions without coming under attack. Maybe some fear-mongering alt-left teachers will quit and make room for more of us who are rational and see what's really going on in this country 🤞

The teachers need to be in schools teaching the children. Why is their situation any different from a nurse, grocery store worker, food service worker? If they want to stay home their pay needs to be cut.

If you read the full context of the order, you will see that opening schools is to coincide with health department regulations. Further, if you look at other states ( VA for example ) you will see a similar process. In short, schools (locally and nationally ) will open this fall. The reason this is news is three fold. First, with the current guidelines in effect, schools will need to provide the required social distancing. This creates space issues in schools and on school busses. Bringing all students back to school immediately will not happen until the health department guidelines are relaxed/modified to reflect relevant data.
Second, IDEA (a federal mandate regarding special education services) is an issue as school systems are required to provide services (regardless of a pandemic) to special education students. Students with mild disabilities can be serviced through several virtual means, but students with moderate or severe issues require in face / on site interaction and instruction. Given the requirements stated above regarding health department guidelines, and the fact that students in the moderate/severe categories must be served, they will be the first to return to school. Simply, school systems would certainly be liable for suit if they do not prepare to receive these students first.
Finally, there are only so many busses in a school system, and it is very difficult to retain drivers, let alone the cost of the busses. To observe social distancing, far fewer students will be on busses, and that alone will be a significant challenge to address.
With all of that said, the teacher/staff situation is addressed in simple fashion. The contracts signed reflect the employer/employee agreement regarding expectation of services provided. If the school is open, the staff reports. There is no doubt going to be an outcry regarding this from the associations and unions, but it is a moot point. A phased opening will occur in a school systems starting with special education and the youngest students (k-3 I would expect). After a period of time upper elementary will be added, and after a further period of time middle and eventually high school students will be added. Teachers and staff will report as required by contract or, quite frankly, will be in violation of their contracts, and that is simply the end of it.
