Incident: Possession of Crack Cocaine
Date of Incident: 25 December 2019
Location: Lake Street at Mack Street, Salisbury, MD
Suspects:
- Louise R. Thomas, 38, Salisbury, MD
- Rochandra I. Vinson, 35, Salisbury, MD
The deputy placed Thomas and her passenger Rochandra Vinson under arrest and transported them to the Central Booking Unit where they were processed and taken in front of the District Court Commissioner. Following an initial appearance, the Commissioner released both on Personal Recognizance.
Charges: Possession of Crack Cocaine and Possession of Drug Paraphernalia

Northwest Woodsman: I keep trying to tell these people that if they are involved in illegal activities not to operate a motor vehicle or if they do, make sure all of their documentation is in order and their vehicle has no equipment violations. They never listen though. I guess it is just part of the sociopathic condition. These people are part of the criminal underclass that will be involved in illegal activities until the last recorded event on their police rap sheet reads “deceased”.

So we inconvenienced these drinkies and druggies for a couple of hours and confiscated their stash before setting them loose again. We will not come close to solving this problem with this approach.
Legislators and governor, please restore sanity to the arrest and bond process.

Thank you Wicomico County for getting this Salisbury Garbage off the city streets in our County! It's time for the Salisbury Police Department to merge with the Wicomico County Sheriff's Office.
It's also time for the City of Salisbury to dissolve their Charter and let Wicomico County take it over.
