So, the form of the argument is that it is acceptable to waste money because money has been wasted in the past?
Not a very persuasive argument.. and really is irrelevant details.
You build the wall based on the arguments to do so... and currently the majority of Americans do support building a wall, so the first step is convincing them that it makes sense... and this, while cheeky, does not accomplish that.
