Homeless sex offenders should have a taxpayer provided residence-JAIL
Before spouting off boo-hoo they have "paid for their crime" how do you ever "pay" back the damage inflicted on the victim. The only way to ever ensure they don't re-offend is to keep them off the street. Chemical castration does not work--they can still molest in other ways. To be a registered sex offender, you have to have been convicted of something pretty darn bad...not just grabbing somebody's butt!
